(Haiphong.gov.vn) – The Chairman of the City People's Committee has just issued a Directive requesting all levels, branches, localities, and city units to unite, make efforts, and be determined to act with the highest level of flexibility and effectiveness to adapt to the new context and situation. Overcome difficulties and challenges, seize new opportunities and chances in the city's socio-economic development; strengthen focus on synchronous and effective implementation of key tasks and solutions to direct and implement the city's socio-economic development, defense and security plan in 2024.

Accordingly, The Directive requires the focus on directing and operating, closely following the Resolution of the 13th National Congress of the Party, and the Resolutions and Action Programs of the National Assembly and the Government; Resolution of the 16th Congress of the City Party Committee; Resolution No. 10-NQ/TU dated December 1, 2023 of the 14th Conference of the 16th City Party Committee Executive Committee on goals, tasks and solutions for 2024; Resolution No. 36/NQ-HDND dated December 8, 2023 of the City People's Council on socio-economic, national defense and security tasks of the city in 2024; Synchronously and effectively implement viewpoints, goals, tasks and solutions for socio-economic development in 2024. Expand economic space, strongly promote growth drivers (investment, consumption, export), continue to innovate the growth model, restructure the economy according to the development orientation of 3 main pillars: high-tech industry, seaports - logistics, tourism - trade.

Closely monitor developments and situations at home and abroad, promptly forecast and prepare plans, scenarios, measures and countermeasures to effectively respond to fluctuations and new issues. Strengthen budget revenue and expenditure discipline. Speed up disbursement of investment capital. Focus on implementing the city's 2024 theme "Promoting urban beautification and modernization - Building model new rural areas - Strengthening the implementation of social policies and digital transformation". Synchronously deploy approved plans. Build synchronous and modern transport infrastructure. Pay attention to investing and developing culture, implementing social progress and equity, improving the material and spiritual life of the people; implementing social security policies commensurate with the city's economic growth rate.

Strengthening resource management, environmental protection, natural disaster and epidemic prevention and control, and climate change adaptation. Promoting decentralization and delegation of authority to ensure unified management combined with enhanced inspection and supervision, promoting proactiveness, creativity, and responsibility of all levels and sectors. Close, effective, and timely coordination between all levels, sectors, and localities to implement at the highest level the set goals, targets, tasks, and solutions.

Further promote the spirit of responsibility, proactiveness, creativity, daring to think, daring to do, daring to take responsibility for the common good. Correct and thoroughly overcome the avoidance and shirking of responsibility in performing public duties. The Directive sets out 11 main tasks and solutions, of which the key task is to focus on site clearance and urge investors to speed up the progress of infrastructure construction in industrial parks and clusters. Proactively support businesses in carrying out investment and planning procedures to soon establish new industrial parks: Nam Trang Cat Industrial Park, Thuy Nguyen Industrial Park, Trang Due Industrial Park Phase 3, Giang Bien 2 Industrial Park, etc.; Mechanical and Foundry Village industrial clusters, Thuy Nguyen district; Chien Thang Industrial Cluster, Tan Trao Industrial Cluster, etc. Speed up the progress of tourism infrastructure projects in Cat Hai district: Phu Long - Cat Ba single-wire cable car line; Xuan Dam Golf Course; Wharf area and tourism service works in Cai Beo area; Urban area, hot mineral spring tourism service in Xuan Dam commune, Cat Hai district; Cat Ba Central Bay Tourism Service Area Project. Resolutely implement and closely coordinate with relevant agencies to accelerate the transfer of real estate facilities of the Central Ministries and branches to the city to create land funds to attract investment and develop tourism in Do Son district. Exploit and improve the quality of tourism products. Develop plans and promote communication; have a comprehensive plan to preserve and promote the value of the World Natural Heritage Ha Long Bay - Cat Ba Archipelago.

Continue to improve and enhance the Public Administration Reform Index (PAR Index), Provincial Competitiveness Index (PCI), Satisfaction Index of Administrative Services (SIPAS) and Public Administration Performance Index (PAPI). Develop a project to support individual business households to transform into small and medium enterprises. Organize dialogue conferences and business contacts to remove difficulties for investors and businesses; Conferences to connect domestic enterprises with foreign direct investment (FDI) enterprises.

Focus on implementing the city's 2024 Theme "Promoting urban beautification and modernization - Building a new model rural area - Strengthening the implementation of social policies and digital transformation"; adjusting the General Planning of Hai Phong city to 2040, with a vision to 2050, focusing on reviewing and establishing programs, areas and urban development plans; implementing adjustments and implementing zoning plans, detailed plans, urban designs; rural plans; establishing and promulgating the Regulation on architectural management of Hai Phong city; organizing the establishment of the Adjustment of the General Planning for the construction of Dinh Vu - Cat Hai Economic Zone; organizing the establishment of the planning for the construction of Cat Ba National Tourist Area; the general planning of Thuy Nguyen urban area; specialized planning of technical infrastructure; and subordinate planning in accordance with the Adjustment of the General Planning of Hai Phong city to 2040, with a vision to 2050; Prioritize investment in building model new rural communes in Thuy Nguyen and An Duong districts.

Along with that, continue to accelerate the progress of key traffic projects, soon complete and put into use important traffic infrastructure works, maximize design capacity and socio-economic efficiency. Inaugurate and start construction of major traffic works such as: Ben Rung bridge, Lai Xuan bridge, Do Muoi extended road, Nguyen Trai bridge, Hoa river overpass, etc. Urge to accelerate the progress of the project to invest in the construction of Passenger Terminal No. 2, the project to expand the aircraft parking lot - Phase 2 and the project to invest in the construction of the cargo terminal of Cat Bi International Airport; at the same time, prepare to study and compile documents for the project to invest in the construction of the airport in Tien Lang district.../.
