On April 11, the Criminal Police Department (City Police) announced that it had coordinated with relevant professional units to successfully dismantle a case of "Forgery of seals and documents of agencies and organizations" combined with the storage and trading of rudimentary weapons and support tools in large quantities and on a nationwide scale.
In early March 2025, detectives of Team 2, Criminal Police Department discovered a number of suspects involved in the act of "Forging seals and documents of agencies and organizations" through the form of buying and selling fake diplomas, fake certificates, fake driver's licenses... so they proceeded to verify and collect information. The Criminal Police Department coordinated with the Technical Department to identify Pham VT (27 years old, residing in Hoa An ward, Cam Le district) as an important "link", playing the role of focal point in receiving, transporting and trading these types of "goods" in Da Nang .
Realizing that the ring was operating in an organized manner, nationwide, in which Pham VT acted as the focal point to receive parcels containing fake papers and documents from a subject in Ho Chi Minh City, then transferred them to buyers in Da Nang. The task force sent 3 working groups to Lam Dong, Long An and Ho Chi Minh City to monitor the subjects.
On April 4, it was discovered that Huynh Trong Hiep (residing in Long An province) was the person who received money from Pham VT and Hiep was also the subject hired by Nguyen Pham Duy (28 years old, residing in Long An province, one of the ringleaders) to work at a pawn shop in Ben Luc district, Long An province as a front. Specifically, Duy assigned Huynh Trong Hiep to post online and close orders for fake documents and certificates, then transfer the order codes to other departments to transport to buyers nationwide and receive money from "agents" like Pham VT via account numbers.
At the same time, the police discovered two more subjects related to this network, Pham Viet Vinh (30 years old, Ho Chi Minh City) and Nguyen Thanh Dat (31 years old, Ho Chi Minh City). In addition, Nguyen Pham Duy, Huynh Trong Hiep and the subjects in the network were discovered to have, in addition to buying and selling fake diplomas and certificates, also stored and bought and sold large quantities of primitive weapons and support tools.
At 4:00 p.m. on April 7, in Long An province, the task force arrested Huynh Trong Hiep, confiscating many types of fake diplomas, certificates, land use right certificates, citizen identification cards, etc. In addition, they seized many types of homemade primitive weapons (machetes, bayonets, long knives, short knives, air guns, etc.), hundreds of support tools (pepper spray, electric batons, three-section sticks, etc.) with 837 packages; arrested Pham Viet Vinh and Nguyen Thanh Dat (Ho Chi Minh City). As for Nguyen Pham Duy, he is currently on the run, so the Criminal Police Department (City Police) continues to consolidate evidence against Duy and other related subjects to arrest him. After a quick investigation, Huynh Trong Hiep admitted that all fake documents, weapons and support tools were brought by Nguyen Pham Duy for Hiep to "close the deal".
Since January, the amount of money transacted in the accounts of the subjects is estimated at billions of dong. The case is currently being expanded by the Criminal Police Department.
