Submit to the National Assembly for permission for the Land Law and 3 other laws to take effect soon

The Government believes that allowing the Land Law to take effect earlier will unlock resources, unleash potential, maximize the value of land resources, and meet the expectations and aspirations of localities, businesses and people. In addition, many policies in the Housing Law and the Real Estate Business Law can also be implemented immediately...

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Duc Hai said that after discussion, the National Assembly Standing Committee agreed to submit the above bill to the National Assembly for consideration and decision; at the same time, he requested the Government to urgently direct departments, branches and localities to issue guiding documents to ensure progress and fully prepare conditions for the implementation of the law from August 1, 2024.

Along with that, carefully review the transitional provisions to ensure consistency, synchronization, feasibility, and no overlap or contradiction within each law, between laws and the legal system.

Clearly and fully identify risks, challenges, consequences, and negative effects of adjusting the effective time and transitional provisions of laws to have solutions to control and overcome them.

The National Assembly Standing Committee recommends that the Government needs to commit and take full responsibility before the National Assembly and the people for the effectiveness of adjusting the enforcement and transitional provisions of the laws as explained in the Government's submission.

Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that it is necessary not to create legal or regulatory gaps or allow negativity, policy exploitation, legalization of violations, and group interests; not to cause obstacles and congestion for localities, people, and businesses, and hinder development. At the same time, it is necessary not to create negative legal effects that affect the affected subjects and the investment and business environment, the legitimate rights and interests of people, businesses, and credit institutions, leading to social reactions, complaints, and lawsuits.

At the same time, the Government is requested to fully absorb the opinions of the National Assembly Standing Committee and the examining agencies to complete the draft law dossier to be submitted to the National Assembly. The National Assembly's Economic Committee shall preside over and coordinate with the examining agencies to officially submit it to the National Assembly for consideration and decision at the 7th session under the shortened procedure. The Vice Chairman of the National Assembly requested that the Secretary General of the National Assembly prepare a report to the National Assembly to adjust the session agenda, arrange time for presentation to the National Assembly, group discussion, hall discussion, and voting for approval.
