Yesterday morning, February 28, Ho Chi Minh City National University organized a seminar on the VNU350 program: Attracting, retaining and developing outstanding young scientists and leading scientists working at Ho Chi Minh City National University. Dr. Le Thi Anh Tram, Head of the Personnel Organization Department (Ho Chi Minh City National University), said that in the period from 2024 to 2030, the University will attract 350 outstanding young scientists and leading scientists. Of which, the recruitment announcement for the first phase in 2024 with 65 positions will work at 11 units of Ho Chi Minh City National University.
According to Dr. Anh Tram, candidates need to ensure general conditions and specific conditions for each group. In particular, the general conditions are having a doctorate degree; having the ability to teach and conduct independent research; having aspirations, ambitions, and a desire to contribute and dedicate to the development of the country and of Ho Chi Minh City National University. In particular, priority is given to those who have studied and worked abroad.
Dr. Le Thi Anh Tram also informed that scientists participating in the VNU350 program will enjoy support policies from Ho Chi Minh City National University and specific support policies of each recruiting unit. In particular, there are 6 general policies: ensuring facilities and working environment, arranging work suitable to capacity; accessing and sharing common facilities of Ho Chi Minh City National University; being facilitated to participate in scientific research activities, training cooperation and development; being supported to register research topics at all levels; being allowed to participate in teaching; being given priority to register for public housing (if under 35 years old).

Sharing at the seminar, Associate Professor Dr. Mai Thanh Phong, Principal of Ho Chi Minh City University of Technology, said that in addition to the general support policy of Ho Chi Minh City National University through the VNU350 program, the University of Technology also has its own policies to attract and retain talented people.

Associate Professor, Dr. Mai Thanh Phong said that there is a salary and income system based on specific contributions. For example, according to the school's project, a professor who completes basic tasks according to state regulations will have an income of about 60 million VND/month, an associate professor about 50 million VND/month; a young doctor who has just joined the school will have an income of about 25 million VND/month. In addition, the school also supports teachers with working space. Especially for teachers who are leaders of research groups, the school is willing to recruit researchers to work in these groups.
Associate Professor Dr. Hoang Cong Gia Khanh, Principal of the University of Economics and Law, also said that the school has applied a policy to provide scientists with a friendly and comfortable space, and peace of mind in their research and teaching activities. Associate Professor Khanh said: "The policy of attracting 350 million VND/professor at a time is just a number that shows our determination at the time when scientists first arrive. Retaining and creating conditions for scientists to develop also requires a working space." Mr. Khanh emphasized: "The value that scientists expect to receive does not stop at income."
Therefore, the President of the University of Economics and Law said that the school creates conditions for scientists to develop their careers in two directions: Developing to become department leaders, faculty leaders, and school leaders. The second development direction is to become experts. The remuneration regime for experts includes three levels, in which the highest level is level 3 equivalent to vice principal, level 2 equivalent to dean of faculty and level 1 equivalent to deputy dean of faculty. "Thus, for scientists who are not interested in becoming leaders, there is still a corresponding remuneration regime," Associate Professor, Dr. Hoang Cong Gia Khanh shared more.
Meanwhile, Associate Professor Dr. Nguyen Hoang Tu Anh, Principal of the University of Information Technology, said that since 2021, when the school's autonomy mechanism project was approved, it immediately implemented a project to attract PhDs to work with the highest salary of up to 55 million VND/month. In 2023, the average income of PhDs and above in management roles is more than 60 million VND/month, and PhDs who are not in management roles average 35 million VND/month. From the above data, Associate Professor Tu Anh affirmed: "With the income level currently implemented at the school, it is a livable level, a stable life, and teachers who participate in projects can live even better." However, the Principal of the University of Information Technology also acknowledged that PhDs returning from abroad, in addition to income, are very concerned about the working environment.

Scientists working at Ho Chi Minh City National University have the opportunity to lead strong research groups, head key laboratories or head new training majors, and are supported with financial resources to proactively implement research plans.
The second is the space for contribution and dedication. With the mission assigned by the Party and the State to research, develop, apply science, technology, and innovate to solve national, regional and world tasks, when working at Ho Chi Minh City National University, scientists will have the opportunity to be the head of major research topics and projects; expand the domestic and international cooperation network; participate in training and guiding excellent students, graduate students, and researchers to realize their aspirations of contributing and dedicating to the development of the country.
