High schools will collectively stop offering extra classes before February 14th.

Before Circular No. 29/2024/TT-BGDĐT of the Ministry of Education and Training, which regulates supplementary teaching and learning, came into effect, all secondary schools in Hanoi had already stopped providing supplementary teaching and enhanced learning within the school.


A day ago, Le Quy Don High School (Dong Da district, Hanoi) sent a notice to parents and students about the suspension of supplementary classes in Mathematics, Literature, English, Physics, and Chemistry.

According to the announcement, teachers at the school will send assignments for students to study independently. Students can also communicate directly with their subject teachers by phone.

Similarly, parents with children attending Ha Dong Secondary School (Ha Dong, Hanoi) have also received notification that the school will cancel all extra classes.

Mr. Hong Quan, a parent at the school, said: "Stopping extra classes will allow the children to go home early and also have Saturday mornings off. Furthermore, it will save several hundred thousand dong in tuition fees each month."

Conversely, upon receiving the notification that the school was temporarily suspending cultural enrichment activities, Ms. Hoai Phuong, a parent with a child studying in grade 7 at Hong Ha Secondary School (Dan Phuong, Hanoi), said she was unable to arrange her child's studies in the near future.

If she enrolled her child in extra classes at a tutoring center, the tuition fees would be many times higher. This made Ms. Phuong reconsider choosing extra classes for her child outside of school.

Teachers at Chu Van An Secondary School (Tay Ho District, Hanoi) organized extra classes for students at an off-campus center with very low tuition fees. However, the majority of students registering for these classes were those already taught by the teachers themselves. Therefore, the homeroom teachers have now informed all parents and students in the school to stop the extra classes at the center.

"Immediately after the announcement to stop extra classes, many parents expressed their desire to continue receiving extra lessons from their children's teachers and submitted applications to voluntarily enroll their children in these extra classes," said Ms. Nguyen Thu Huong, a parent with a child in grade 6 at Chu Van An Secondary School.

Not only schools, but many teachers who are giving extra classes outside of school are also confused by the new regulations under Circular 29.

According to this circular, teachers who provide paid tutoring outside of school are required to register their business in accordance with the law.

Many teachers are wondering how to continue giving extra lessons without violating the law.

Ms. Do Phuong Linh, an English teacher at a junior high school in Hoang Mai district (Hanoi), also teaches two extra classes, each with about 18 students.

Currently, Ms. Linh has stopped tutoring and is researching the procedures for business registration. However, Ms. Linh said that the biggest difficulty right now is the regulations regarding who is entitled to establish, operate, and manage a business.

According to regulations, public school teachers cannot register a business under their own name or operate a center. Therefore, teachers cannot register independently but must partner with other individuals or organizations to open a center, and will only be allowed to teach under a contractual agreement.

"My colleagues and I are struggling and waiting for specific instructions from our superiors," Ms. Linh said.

Previously, the Hanoi Department of Education and Training issued a document guiding the teaching of extra classes in schools, which required district education departments and schools to strictly implement the contents of Circular No. 29/2024/TT-BGDĐT issued by the Ministry of Education and Training, effective from February 14, 2025.

The Department requests that all units and schools disseminate and publicize regulations on tutoring and supplementary classes to their staff, teachers, students, and parents in accordance with the regulations. During the implementation process, if any difficulties or obstacles arise, the institutions must promptly inform the Department through the Secondary Education Division.
