From July 1, the competition for excellent teachers will be organized by the commune level.

TPO - The Ministry of Education and Training stipulates that the authority to organize the competition for excellent teachers is carried out by the People's Committee of the commune, starting from July 1.

From today (July 1), localities will operate a two-tier government model. In the field ofeducation , from today there will also be many changes, the Department of Education and Training at district, county and town levels will be abolished, instead many functions and tasks will be transferred to the People's Committees of communes and wards.

The Ministry of Education and Training has just issued regulations on decentralization, delegation and determination of authority to perform state management tasks of two-level local authorities in the field of teachers and educational institution managers.

From July 1, the competition for excellent teachers will be organized at the commune level instead of the district level as before.

One of the important contents is that the authority to organize the competition for excellent teachers and excellent homeroom teachers will change. Previously, the "District-level competition for excellent teachers and homeroom teachers was organized by the Department of Education and Training for preschool, primary and secondary school teachers in the area". From now on, the competition will be implemented by the "Commune-level People's Committee".

Thus, there will no longer be the phrase, "excellent teachers from district level and above", the Ministry of Education and Training stipulates "excellent teachers from commune level and above" and "certificates of merit from commune level and above" in job descriptions of preschool, primary and secondary school teachers.

Replace the phrase "Head of the Department of Education and Training" with the phrase "Chairman of the People's Committee at the commune level"; replace the phrase "Department of Education and Training" with the phrase "People's Committee at the commune level", replace the phrase "district level" with "commune level" in regulations related to education.

In addition, the commune level also has the authority to organize the contest for teachers who are good leaders of the Ho Chi Minh Young Pioneers Team.

The People's Committee at the commune level also assumes the functions and authority of the previous district level regarding the regulation of codes, professional title standards, and the appointment and salary arrangement of teaching staff in public preschool, primary and secondary schools.

When the district level and the Department of Education and Training are abolished, the functions and tasks of the Department of Education and Training are also strengthened.

Accordingly, the Department of Education and Training is assigned additional tasks such as: evaluating principals according to standards; selecting and approving the list of key general education management staff implemented by the Department of Education and Training.

The authority to select and approve core teachers of general education institutions, previously selected and approved by the Head of the Department of Education and Training, is now assigned to the Department of Education and Training.
