
Receipt of 2.4 million VND for the 12km distance from Hung Yen Provincial General Hospital to Bac Ly commune, Ninh Binh
At the end of October 2025, Director of the Hung Yen Department of Health Nguyen Thi Anh signed a decision to revoke the medical examination and treatment license of the Hung Yen 115 Emergency Transport Center.
According to the Hung Yen Department of Health, this decision was issued based on the working minutes dated October 17 of the joint inspection team of the Department of Health and the Hung Yen Provincial Police. The inspection team recorded many violations during the center's operations.
Specifically, Hung Yen 115 Emergency Transport Center operated at a location other than the licensed location, had no signboard, and did not report to the competent authority when changing practitioners or emergency transport vehicles.
This center was granted operating license number 000042/YT-GPHD by Hung Yen Department of Health on April 25, 2013, located at 86 Dien Bien , Pho Hien Ward, Hung Yen City, the person in charge of professional expertise is Dr. Tran Thi Duyen.
According to the decision of the Department of Health, from the date of revocation, the 115 Hung Yen Emergency Transport Center is not allowed to operate in any form.
Previously, as reported by Tuoi Tre Online , Mr. Tran Van Ung (43 years old, residing in Bac Ly commune, Ninh Binh province) had to pay 2.4 million VND for 12km when calling an ambulance to take his dying relative home.
Specifically, on October 2, Mr. Ung took his mother to Hung Yen General Hospital for examination and treatment. By the early morning of October 4, because his mother's condition had worsened, the family agreed to let her go home so that relatives could take care of her. Mr. Ung asked the hospital to contact a 115 ambulance to take his mother home, about 12km from the hospital.
After taking his mother home, the driver informed him that the total cost of transportation was 2.4 million VND. As a transportation service provider, Mr. Ung found this price quite high and discussed it with the ambulance crew.
Then, the staff provided him with a detailed quote from the shipping unit, including many costs such as the doctor's fee for squeezing the balloon, the driver's fee, gasoline, vehicle depreciation, oxygen tank, telephone service fee, toxic elements...
However, he found this cost unsatisfactory, so he posted the article on social media and discussed it with the center. After the article was published, many people were interested and asked questions about the high cost of emergency transportation.
After the incident attracted attention on social networks, the Hung Yen Provincial Department of Health inspected the operation of the Hung Yen 115 Emergency Transport Center and discovered many violations. The Hung Yen Department of Health has decided to revoke the operating license of this unit.
