Chang Thi Dung, Secretary of the Youth Union of Sin Thau commune, said: The flagpole was built on a mountain peak 1,459m above sea level, located in the majestic Khoang La San range running along the Vietnam-China border.
Built on the top of a mountain, the flagpole grounds are almost entirely slate. To create space and landscape around the flagpole, the youth union members, who are children of the Ha Nhi ethnic group in Sin Thau commune, worked together to carry each tree stump and transport each bag of soil to plant the trees.
Along with that, the youth union members also collected broken bricks, sand, and stones around the construction site; supported the construction unit in transporting materials to urgently complete the project.
"This season, the weather at the border is sometimes rainy and sometimes sunny. There are often thunderstorms and lightning during the rain. However, we are not afraid, because everyone wants to contribute to this sacred project," Chang Thi Dung added.

Participating in the construction of the project from the first day of implementation (late 2023), Lieutenant Colonel Pham Quoc Tuan, Political Commissar of A Pa Chai Border Post, said: In addition to the main work at the Post, every day the soldiers often take turns going into the forest to dig up trees and then carry them to the construction site of the Flagpole to plant trees, create landscapes, and create shade. By May 6, although not yet completed, the area at the foot of the Flagpole basically has clear shapes according to each theme and landscape.

As planned, on the morning of May 7, 2025 - the 71st anniversary of Dien Bien Phu Victory, the Provincial Party Committee, People's Council, and People's Committee of Dien Bien province will organize the inauguration ceremony and the first flag-raising ceremony at A Pa Chai Flagpole, a project of profound historical, cultural and political significance and a symbol affirming the sacred territorial sovereignty of the Vietnamese Fatherland.
