The arrangement and consolidation of local government agencies and organizations when arranging administrative units must ensure the principle of unity and be associated with the arrangement of Party organizations, the Fatherland Front and socio-political organizations at the same level according to the guidance of competent authorities.

The organization of People's Councils and People's Committees at the commune level in newly established commune-level administrative units after the reorganization shall comply with the provisions of the Law on Organization of Local Government 2025 (amended). Accordingly, the expected organizational structure of the People's Council at the commune level shall establish two Committees: the Legal Committee and the Economic - Social Committee.
Regarding positions, titles and number of People's Council delegates, the People's Council at the commune level includes a chairman, 1 vice chairman; head and 1 vice head of the Legal Committee, the Economic - Social Committee; People's Council delegates of the commune-level administrative unit. The arrangement of full-time positions of the People's Council at the commune level is implemented according to the provisions of the Law on Organization of Local Government 2025 (amended) and instructions of competent authorities.
The organizational structure of the People's Committee at the commune level includes a chairman, two vice chairmen and members according to the provisions of the Law on Organization of Local Government 2025 (amended). The organization of specialized agencies and other administrative organizations under the People's Committee at the commune level is implemented according to the Government's regulations.
Arrange medical centers and district-level general hospitals to provide services according to regional areas.
The organization of public service units under the current district-level People's Committees to transfer and establish new public service units under the commune-level People's Committees after the arrangement is implemented according to Government regulations and instructions of ministries managing sectors and fields.
Accordingly, it is expected that in the education sector, public secondary schools, primary schools, and kindergartens will be maintained and transferred to local authorities at the commune level for management. For vocational education centers and continuing education centers currently under the district People's Committee, it is expected that they will be transferred to the Department of Education and Training for management and reorganization to provide services according to the area (inter-commune, ward).
In the health sector, maintain existing commune and ward health stations to meet the needs of medical examination, treatment and health care for the people in the area. Based on the area and population size of the new commune-level administrative unit, it can be reorganized into a public service unit directly under the People's Committee of the commune level, but in the immediate future, the old health stations will be kept and arranged as "station points" to serve medical examination, treatment and health care for the people in the area in the (old) commune-level administrative unit.
For medical centers and general hospitals under the district People's Committee, it is expected that they will be transferred to the Department of Health for management to arrange and organize service provision according to regional areas (inter-commune, ward).
The organization of public service units to provide other public service services in the commune-level administrative unit after arrangement is implemented according to the instructions of the competent authority.
The current district-level staffing is arranged for the new commune-level administrative unit.
Regarding the plan and roadmap for arranging and reorganizing cadres, civil servants, public employees, and workers after the reorganization of commune-level administrative units, the Ministry of Home Affairs said that the current district-level payroll will be transferred to arrange payroll for the new commune-level administrative units after the reorganization; the current team of leaders and managers of the district-level political system will be studied to basically arrange them as core staff in the new commune-level administrative units; it is possible to increase provincial-level cadres, civil servants, and public employees to the commune level.
In the immediate future, maintain the current number of district-level cadres, civil servants, and public employees and commune-level cadres and civil servants to arrange work at the new commune-level administrative units and review and streamline the payroll in conjunction with restructuring and improving the quality of the team to meet task requirements, ensuring that within a period of 5 years, they will basically comply with Government regulations.
Based on practical conditions and standards, current capacity of district-level cadres, civil servants, and public employees and commune-level cadres and civil servants, the Standing Committee and the Provincial People's Committee shall consider and decide on the arrangement and assignment of cadres, civil servants, and public employees at the new commune level according to the decentralization of management authority. District-level and commune-level cadres, civil servants, and public employees, when assigned to leadership and management positions and titles of new commune-level administrative units, shall implement the allowance regime according to regulations.
End of activities of part-time workers at commune level. Resolution of regimes and policies for this subject is implemented according to instructions of competent authorities.
The arrangement and use of headquarters, handling of public finances and assets after the reorganization of commune-level administrative units shall comply with Government regulations on the rearrangement and handling of public finances and assets and instructions of the Ministry of Finance; ensuring thrift practice, anti-corruption, waste and negativity.
According to the Ministry of Home Affairs, in the Projects for rearranging commune-level administrative units of each locality, the People's Committees of provinces and cities have had plans and schemes to arrange, use, invest in repairing, renovating, and upgrading working headquarters, ensuring working conditions for agencies, organizations, and units in new commune-level administrative units.
