Responding to Storm No. 8: Deploying measures to protect traffic works

On September 19, Deputy Director of the Vietnam Road Administration Nguyen Thanh Hoai signed an Official Dispatch on focusing on responding to storm No. 8 in the East Sea, requesting affiliated and related units to proactively deploy response plans, ensuring traffic safety, infrastructure works and people's lives.

The Vietnam Road Administration requests that Road Management Areas, Departments of Construction, investors, and BOT project enterprises closely monitor the developments of storm No. 8; proactively deploy traffic assurance plans and take measures to protect road works, bridges, culverts, warehouses, vehicles, and construction machinery to limit damage caused by storm No. 8. Units prepare bridge girders, buoys, machinery, equipment, vehicles, and human resources to be ready to ensure traffic when incidents occur; maintain forces and vehicles ready to participate in rescue operations to ensure traffic to minimize the level of damage;

For major landslide locations causing traffic jams, leaders of the Road Management Area and the Department of Construction must be immediately dispatched to the scene; a remote traffic diversion plan must be immediately deployed and proactively coordinated with the Traffic Police and local authorities when diverting traffic; at the same time, promptly fix the problem, mobilize maximum machinery, equipment and human resources available in the area to ensure traffic clearance in the fastest time;

Units have plans to relocate equipment, assets and brace houses to cope with storm No. 8 entering the East Sea; check and evaluate the condition of bridges in the affected area of ​​storm No. 8; for weak bridges, it is necessary to organize regular monitoring and timely handling when bad weather affects operations to ensure the safety of the works as well as the safety of people and vehicles traveling over the bridge.

For Project Management Boards 3 and 4, the Vietnam Road Administration requires proactively implementing disaster recovery work and ensuring smooth traffic, ensuring safety for people, construction equipment and unfinished construction items. At the same time, there must be a plan to prevent the harmful effects of natural disasters to ensure the safety of the completed volume, ensure traffic safety and safety for auxiliary works, construction equipment, material warehouses, workshops, and living quarters for officers and workers;

Factories and warehouses for storing materials must be located in high places, not flooded and must be tied down to avoid collapsing in wind and storms. Construction equipment must be stored safely, floating vehicles must have a shelter or sheltered place to anchor during storms.

Agencies and units coordinate with the Civil Defense Committee to organize rescue forces to ensure 24/24 traffic; must regularly and closely monitor the developments of storm No. 8; regularly report the developments and impacts of storm No. 8 to the Steering Committee for Natural Disaster Prevention and Search and Rescue, Vietnam Road Administration according to regulations.

According to the National Center for Hydro-Meteorological Forecasting, on the afternoon of September 19, storm No. 8 entered the mainland area south of Guangdong province (China). At 4:00 p.m., the center of the storm was at about 22.9 degrees North latitude; 115.1 degrees East longitude, on the mainland south of Guangdong province (China). The strongest wind near the center of the storm was level 8-9 (62-88 km/h), gusting to level 11. Moving northwest, speed about 10 km/h.
