
Accordingly, in the recent past, the Central region has experienced prolonged heavy rains causing historic floods, serious damage to people, property, infrastructure and socio-economic activities; currently, provinces and cities are still focusing on overcoming the consequences. It is forecasted that from the night of November 15 to the night of November 18, the area from Hue city to Gia Lai will have heavy rain with common rainfall of 300-600mm, locally over 800mm; the area of Ha Tinh, Quang Tri, Dak Lak, Khanh Hoa will have common rain of 150-350mm, locally over 500mm; warning of the risk of heavy rain over 150mm/3 hours. From November 19, widespread heavy rains will continue to occur in the area from Da Nang to Khanh Hoa.
From November 16 to November 20, there is a possibility of a flood on rivers in the area from Quang Tri to Dak Lak, in which the flood peak on Bo River, Huong River (Hue); Vu Gia - Thu Bon River ( Da Nang ); Tra Khuc River, Ve River, Se San River (Quang Ngai); Kon River, upper Ba River (Gia Lai); lower Ba River, Ky Lo River (Dak Lak) will reach alert level 2-alarm 3, some rivers will reach alert level 3; other rivers will reach alert level 1-alarm 2 and above alert level 2. Risk of flooding in low-lying areas along rivers, urban areas, and residential areas; flash floods on rivers and streams and landslides on steep slopes; the level of natural disaster risk due to floods is level 3.
To proactively respond to heavy rain, floods, inundation, landslides, and flash floods, the National Steering Committee for Civil Defense requests the People's Committees of the above provinces and cities to closely monitor forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent them; at the same time, continue to mobilize all resources to urgently overcome the consequences of recent natural disasters; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of floods, inundation, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people at evacuation sites.
Provinces and cities arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs; check, review and deploy measures to ensure safety of key works, works under construction, small reservoirs that are full of water, mining areas, mineral exploitation; proactively operate reservoir discharge to prioritize flood reduction capacity for downstream; arrange standing forces ready to handle possible situations; proactively take measures to drain water to prevent flooding and protect production, industrial parks, urban areas and residential areas. Depending on local conditions, decide to let students stay home from school when heavy rains and floods occur.
Localities prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations, especially in areas at risk of being isolated; direct local radio and television stations and mass media agencies to increase information on developments of rain and floods to authorities at all levels and people to proactively prevent; prepare forces and means for rescue when required.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to floods.
Vietnam News Agency, Vietnam Television, Voice of Vietnam and mass media agencies from central to local levels should increase information on flood developments to authorities at all levels and people to proactively respond. The above units should organize serious duty and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
