Deputy Prime Minister Nguyen Hoa Binh directed that land clearance for the Hoa Lien - Tuy Loan expressway access road (Da Nang City) be completed in March, prioritizing the supply of stone for the project's construction.
Increase the number of construction workers to compensate for the delay.
On the morning of March 13, Government Inspection Team No. 1, led by Deputy Prime Minister Nguyen Hoa Binh, inspected the construction progress of the Hoa Lien - Tuy Loan expressway project.
Deputy Minister of Construction Nguyen Viet Hung, representatives from the Ministry of National Defense, the People's Committee of Da Nang City, etc., participated in the government's inspection team.
Representatives from the Ho Chi Minh Highway Project Management Board reported to the inspection team on the construction progress of the Hoa Lien - Tuy Loan expressway.
Reporting to Deputy Prime Minister Nguyen Hoa Binh, representatives of the Ho Chi Minh Highway Project Management Board stated that the main route of the expressway project is free from land acquisition issues, while some land clearance documents remain unresolved for the two access roads.
The expressway project has one construction package, with a total value of work completed to date reaching VND 374/859.58 billion, or 43.5% of the contract value. This construction progress is approximately 0.8% behind schedule.
As observed on the morning of March 13th, machinery and workers were busy along the highway. Most of the road surface sections have been and are being constructed, with many locations having reached the stage of compacted asphalt concrete (C19).
According to the Ho Chi Minh Highway Project Management Board, after the Lunar New Year, contractors increased manpower and equipment, added 5 construction teams, organized overtime shifts, and simultaneously deployed construction teams for the roadbed, foundation, and surface... basically meeting the construction schedule.
The contractor is determined to shorten the timeline and essentially complete the project by August 2025, in accordance with the Prime Minister's directive.
A representative from the contractor, Truong Son Construction Corporation, stated that the company has deployed 19 construction teams along with hundreds of workers and machinery working continuously. Once the site and materials are available, the contractor strives to work day and night to meet the project's schedule.
Construction on the Hoa Lien - Tuy Loan expressway is bustling with activity as the weather is favorable.
Priority is given to supplying 200,000 m³ of available stone for the project.
According to Mr. Le Thanh Binh, Deputy Director of the Ho Chi Minh Highway Project Management Board, the current situation is that there are still approximately 0.57km of obstacles related to the access road to the expressway, and a shortage of stone materials for the project.
The project requires approximately 200,000 cubic meters of stone, but quarries in Da Nang currently only supply 70,000 cubic meters. We request that the Da Nang City People's Committee direct the Truong Ban quarry to increase its capacity to serve the project as soon as possible.
Next to it, a quarry in Da Son (Hoa Khanh Nam ward, Lien Chieu district, Da Nang city) has 600,000 m3 of finished stone but cannot purchase it due to procedural obstacles.
According to Mr. Phan Van Ton, Chairman of the Hoa Vang District People's Committee, the locality is striving to complete the land clearance for the entire access road this March to hand it over for construction.
With no more land acquisition issues on the main highway section, contractors are increasing the number of construction teams to meet the project's schedule.
Deputy Prime Minister Nguyen Hoa Binh assessed that increasing the capacity of quarries to serve the Hoa Lien - Tuy Loan expressway project is still behind schedule compared to the Prime Minister's directive (during the project inspection in September 2024).
According to the Deputy Prime Minister, the quarry in Da Son currently has 600,000 cubic meters of stone available, while the project requires 200,000 cubic meters. He instructed Da Nang and relevant units to work together and prioritize supplying the 200,000 cubic meters of available stone to the project, as waiting for procedures to increase the capacity of other quarries would take a very long time.
Deputy Prime Minister Nguyen Hoa Binh also directed local authorities to try to persuade people to hand over the land, setting March 29th as the deadline for completion, in anticipation of the 50th anniversary of the liberation of Da Nang.
The Hoa Lien - Tuy Loan expressway project is 11.47km long, passing through Hoa Lien, Hoa Nhon, and Hoa Son communes in Hoa Vang district, Da Nang city, with a total investment of over 2,100 billion VND.
The project, with the Ho Chi Minh Highway Project Management Board as the investor, commenced in September 2023 and is scheduled for completion in November 2025; however, the completion date for the expressway is expected to be shortened to August 2025.
The project has one construction package being implemented by the Joint Venture of Truong Son Construction Corporation - Construction Corporation No. 5 - CTCP - Company No. 17.
