When Decree 168/2024/ND-CP comes into effect, the traffic situation, especially in urban areas, suddenly becomes orderly.

The day before... we were used to the chaos when we had to go out on the street. Acts of disregard, disobedience, and even intentional violations of the Law on Road Traffic Order and Safety, endangering others, could occur anytime, anywhere, in different forms.

Just one day after Decree 168/2024/ND-CP regulating administrative penalties for violations of road traffic order and safety (Decree 168) took effect, the traffic situation, especially in urban areas, suddenly became orderly. The most widely shared images were of traffic participants following the instructions of the road signs when stopping at red lights.

The key reason for the sudden positive change is probably that the fines for violations have been raised very high (from 3 to 30 times the old level), not ignoring previously "thought" to be violations: crossing the line when stopping at a red light, wearing headphones while riding a motorbike...

The forms of detecting and handling violations are more diverse: increasing "cold" fines through traffic surveillance cameras, through receiving information from people reporting violations... The determination and strictness in handling violations by the traffic police force right from the first day Decree 168 came into effect has initially cured the "disease of being immune to the law".

Although on the internet there were immediately complaints about the new fines applied in Vietnam being too high compared to other Southeast Asian countries, even compared to European countries... But it seems that the "keyboard heroes" have not tried to calculate how many times higher or lower the civic consciousness in those countries is than in Vietnam?

When the budget revenue from fines was announced to have skyrocketed in the first days of implementing Decree 168, negative comments also appeared... Those "heroes" did not think that: Those numbers are an inevitable consequence, born later and will gradually decrease when the frequency of fines decreases because the number of violators will decrease.

Consciousness determines behavior - that is a proven "theorem". With traffic laws, sanctions have a deterrent meaning and will affect the consciousness of traffic participants. Strengthening inspection, detection and increasing fines for violations is primarily aimed at raising the consciousness of traffic participants. Sanctions have a warning and deterrent effect, to increase self-awareness and "fill" consciousness.

The effectiveness of economic “leverage” has also been shown when it directly impacts the law-abiding consciousness of traffic participants. The fine alone (even) equal to a large part of a month’s salary will make traffic participants more careful with their behavior.

The positive effects are evident.

The negative aspects of implementing Decree 168 have also been mentioned and requirements for vigilance and prevention have been raised.

Our job is to comply and enforce!

And people can hope for a Lunar New Year, the beginning of a strong spring for the country, which is approaching in safety and order - a premise to bring joy, happiness and success to each person, each family and the whole society.
