The Prime Minister congratulated China on its continued development achievements, being the leading driving force for world economic growth, and contributing intelligence and solutions to many urgent global issues.

Appreciating the theme of this year's expanded SCO Summit, the Prime Minister affirmed that Vietnam is ready to coordinate with China and other countries to implement multilateralism, promote sustainable development, and contribute to solving major international and regional issues.

General Secretary and President Xi Jinping welcomed Prime Minister Pham Minh Chinh leading the high-ranking Vietnamese delegation to attend the SCO Summit; demonstrating Vietnam's high regard for the development of Vietnam-China relations and its active support for conferences organized by China.

Reviewing the positive development achievements of the bilateral relationship in recent times, the Prime Minister affirmed that Vietnam has consistently considered developing relations with China an objective requirement, a natural strategic choice and a top priority in foreign policy; is ready to continue to effectively implement the common perception between the two General Secretaries with China; and turn strategic orientations in the relationship into vivid practice, bringing practical benefits to the people of the two countries.

The two sides agreed to strongly promote the relationship between the two Parties and two countries in a more 6-way direction, increase strategic exchanges, implement comprehensive cooperation in all fields, connect the two economies, especially railways, and strengthen cooperation in science, technology, and innovation.

Early signing of Memorandum of Understanding on enhancing electricity connectivity

The Prime Minister suggested that the two sides maintain flexible exchanges and contacts between the two General Secretaries, and more substantially implement the pillars of defense and security cooperation.

At the same time, urgently organize the first meeting of the Vietnam-China Joint Railway Cooperation Committee, put Vietnam on the priority list in the Asia-Pacific region cooperation on railway industry development, speed up the completion of the feasibility report and initiate negotiations on a framework agreement on preferential loans for projects; provide aid to train railway human resources, and help Vietnam develop a railway industrial complex.

The Prime Minister proposed that China further expand the import of high-quality agricultural products from Vietnam; soon sign protocols on quarantine for grapefruit, exploited aquatic products, and meat products from Vietnam; soon approve the list of applications for durian growing area codes; expand the smart border gate model; and negotiate a model for building cross-border economic cooperation zones.

The Prime Minister hopes that the two sides will strengthen comprehensive energy cooperation, including clean energy and electricity trading; increase the capacity and output of electricity exported to Vietnam; soon sign a Memorandum of Understanding on enhancing Vietnam-China electricity connectivity, and implement electricity trading at the 500 kV voltage level.

The two sides will promote more substantive cooperation in science and technology, innovation, digital transformation, and support Vietnam in technology transfer, institution building, and infrastructure, especially in technology services, e-commerce, and artificial intelligence (AI) development for the fields of education, healthcare, transportation, and agriculture.

The Prime Minister asked China to direct Tsinghua University to offer PhD scholarships in artificial intelligence (AI) to Vietnam, and to provide Vietnam with large-scale human resource training programs in key fields such as AI, semiconductors, quantum, low-orbit satellites, etc.

The Prime Minister also suggested that both sides effectively implement the Vietnam-China Humanitarian Exchange Year, the “Red Journey” for the youth of the two countries, negotiate visa exemptions, and increase commercial flights between localities.

Appreciating Prime Minister Pham Minh Chinh's cooperation proposals and positive contributions to Vietnam-China relations in recent times, General Secretary and President Xi Jinping affirmed that China supports Vietnam in successfully organizing the 14th Party Congress and successfully taking steps on the path of socialism.

General Secretary and President Xi Jinping suggested that the two sides step up strategic exchanges at high and all levels; promote substantive cooperation to achieve many specific results; well organize the 17th meeting of the Vietnam-China Bilateral Cooperation Steering Committee and the 3+3 Strategic Dialogue between the three Ministries of Foreign Affairs, National Defense, and Public Security in 2025.

The two sides focused on connecting development strategies, transport infrastructure, especially railways; agreed to soon organize the first meeting of the Joint Railway Cooperation Committee, firmly promote the feasibility study report of the Lao Cai - Hanoi - Hai Phong railway construction project, and actively study cooperation in capital mobilization, loans, and railway human resource training.

The two countries also need to speed up the construction of smart border gates and cross-border economic cooperation zones; organize well the activities to celebrate the 75th anniversary of the establishment of diplomatic relations and the "Red Journey" to study and research in China for Vietnamese youth.

The two sides had a sincere and frank exchange on maritime issues, agreeing to continue to seriously implement the common perception of the two countries' top leaders on better controlling and resolving disagreements, creating and maintaining an environment of peace, cooperation and development in the region.
