
This information was stated by VinSpeed High-Speed Railway Investment and Development Joint Stock Company in the environmental impact assessment (EIA) report of the Hanoi - Quang Ninh railway project published for consultation.
This project has just been added by the Government to the Railway Network Planning for the period 2021-2030, with a vision to 2050. This will be one of two high-speed railway lines in Vietnam, along with the North-South line from Ngoc Hoi station to Thu Thiem station, 1,541 km long. According to the plan, the project will be invested before 2030.
According to VinSpeed's proposal, the total investment for the Hanoi - Quang Ninh high-speed railway project is about VND138,930 billion, equivalent to nearly USD5.3 billion. The company expects the project to be approved in the fourth quarter of 2025, with construction taking 24 months (quarter IV/2025 - quarter IV/2027). The project can be tested at the end of 2027 and put into commercial operation from the first quarter of 2028.
The project is about 120 km long, passing through 22 communes and wards of 4 provinces and cities including Hanoi, Bac Ninh, Hai Phong and Quang Ninh. This high-speed railway has a gauge of 1,435 mm and is electrified.
The starting point of the route is the National Exhibition Fair Center, Dong Anh Commune, Hanoi City. The train will then run through Gia Binh Station (Bac Ninh), Yen Tu Station (Quang Ninh) and end at Ha Long Station located in the forest park area, Tuan Chau Ward. The designed speed of the route is 350 km/h, of which the section through Hanoi is 120 km per hour.
Vingroup plans to operate 4 trains with 16 carriages in the 2028 - 2035 period and increase to 8 trains (32 carriages) in the 2035 - 2050 period. These trains can operate 18 hours a day (5am - 11pm). In the first years of operation, Vinspeed expects the time interval between trains to be 60 minutes and shortened to 30 minutes from 2030.

VinSpeed Company was founded by billionaire Pham Nhat Vuong in May 2025, mainly operating in railway construction, manufacturing locomotives, train cars... Mr. Vuong holds 51% of the shares of this company, his two sons Pham Nhat Quan Anh and Pham Nhat Minh Hoang hold 1%. The remaining, Vietnam Investment Group (VIG) owns 35% of the capital and Vingroup 10%. Currently, the company's charter capital is 15,000 billion VND.
In May, Vinspeed also proposed investing in the North-South high-speed railway with a total capital of about 61.35 billion USD, equivalent to 13% of Vietnam's GDP by the end of 2024. The company is responsible for arranging 20% of the total investment capital for the project, equivalent to about 12.27 billion USD. The remaining 80%, the enterprise will borrow from the State without interest for 35 years from the date of disbursement.
Also in the new planning until 2030, the Government adjusted the investment roadmap for some other railway lines such as Hanoi - Dong Dang (Lang Son) with a length of 156 km, 1,435 mm gauge, to be invested before 2030, instead of after 2030 as in the old planning. Similarly, the Hai Phong - Ha Long - Mong Cai (Quang Ninh), Thap Cham - Da Lat, An Binh - Saigon (Hoa Hung) - Tan Kien routes were pushed up for investment research before 2030. In addition, 7 existing national railway lines will also be upgraded. Railway lines connecting with China, Laos, and Cambodia are prioritized for investment.
