Also because people's demand for Health Certificates, Health Certificates in general is very high such as: Going to driving school, going to work, applying for a job, or related to insurance. From there, negative things and illegal acts occur.
For example, there are male patients who are certified for female-related diseases, which means providing fake certificates. Or there are people who have lost both arms but are still granted a Driver's License because they have a Health Guarantee Certificate.
During the investigation, we saw such a phenomenon. Or in the phenomenon of escaping crime, there is the obtaining of a Certificate of mental problems. The above phenomena occur a lot in many fields.
Detention of 18 doctors, pharmacists, and medical staff: Investigation continues to expand
The police are investigating. The most recent case is in Dong Nai. According to initial information, Dong Nai Provincial Police have issued an emergency detention order for 18 subjects and will initiate prosecution in the near future.
Especially for the case of employees taking leave to receive social insurance with a Health Certificate in Bien Hoa city.
During the initial search, the police seized over 135,000 Social Insurance Leave Certificates and 400 Health Examination Certificates with false results and no information about the patient.
Initial results determined that there were two masterminds and leaders who colluded with other subjects at medical clinics in Bien Hoa city to write names and forge signatures of patients to create social insurance records.
Although, the workers are not sick and do not go to the doctor. This behavior has caused very serious damage, loss of state budget.
Currently, the Ministry of Public Security has directed Dong Nai Provincial Police to continue to expand the investigation and clarify all criminal acts of the violators for handling in accordance with the law.

On June 2, Bien Hoa City Police (Dong Nai) announced that, related to the case of insurance fraud at clinics in Bien Hoa City, the Police Department has decided to temporarily detain 18 subjects to investigate and clarify the act of forging seals and documents of agencies and organizations.
According to Bien Hoa City Police, among the 18 detained subjects, there are 5 doctors (of which, 3 doctors are Heads of clinics: Long Binh Tan General Clinic, Tan Long General Clinic and Hien Phuoc General Clinic; 1 doctor is Deputy Head of Tam Duc General Clinic; 1 specialist at My Duc General Clinic). The remaining 13 subjects are pharmacists, medical staff and brokers for falsifying related documents.
Previously, on the morning of May 30, Bien Hoa City Police coordinated with functional units to simultaneously search 8 locations (including 6 private clinics) in the city.
During the search of clinics and related locations, the police discovered and seized more than 130,000 certificates of leave from work entitled to social insurance; more than 400 health examination certificates with fake results and no information about the examinee.
Forging documents to benefit from social insurance
In addition, to serve the investigation, the authorities also seized 100 boxes of documents, more than 40 computer CPUs, mobile phones and documents and exhibits related to medical examination and treatment activities at these clinics.
Through investigation, the authorities determined that the above subjects had forged documents and sold them to workers and employees at companies in the area to settle social insurance and health insurance payments.
The subjects also created records to withdraw health insurance money from workers (in reality, the workers were not sick and did not go to the doctor, but the clinics still received money for medical examination and treatment from the health insurance source).
This has caused a loss of state budget and affected business operations.
According to Dong Nai Province Social Insurance, to limit the situation of clinics issuing fake certificates of leave for social insurance, on May 31, the unit established a team to verify the issuance of certificates in the province to conduct surprise inspections of medical facilities.
The police are continuing to expand the investigation of the case and handle it according to the provisions of law.
Suspend contracts with 4 private clinics related to social insurance fraud
On June 3, the Dong Nai Department of Health said it had just sent an urgent document to the provincial Social Insurance Department agreeing to temporarily suspend health insurance medical examination and treatment contracts for 4 private clinics in Bien Hoa city due to their involvement in the case of falsifying documents and taking advantage of social insurance.
Accordingly, the contracts of 4 private clinics have been suspended, including: Tan Long General Clinic, Long Binh Tan General Clinic (Long Binh Tan Ward); Tam Duc General Clinic (Tan Hiep Ward); My Duc International General Clinic (Long Binh Ward).
The implementation period is from 0:00 on June 3, 2023 until the Social Insurance and the Department of Health of Dong Nai province have new documents and notices based on the conclusion of the competent authority on the behavior of profiteering from social insurance and health insurance funds of the above clinics.
Dong Nai Department of Health requires the above 4 clinics to seriously implement the document.
