Building a model for treating solid waste in urban and rural areas

Khanh Hoa Provincial People's Committee has just issued a document guiding the model of solid waste treatment in urban and rural areas. Accordingly, the Provincial People's Committee assigned the People's Committees of districts, towns and cities to study the model of solid waste treatment in urban and rural areas according to the guidance of the Ministry of Agriculture and Environment (MARD) in Document No. 1760 dated May 6, 2025 to proactively organize the selection of a solid waste treatment model suitable for each locality, ensuring maximum reuse and recycling of waste, prioritizing the use of advanced, modern and environmentally friendly treatment technology.

The Provincial People's Committee assigned the Department of Agriculture and Environment to urgently guide and request localities to organize the implementation to ensure the completion of the objectives in Plan No. 4779 dated May 8, 2024 of the Provincial People's Committee on the implementation of solid waste classification from organizations, households and individuals in the province; monitor, synthesize and handle the problems of localities according to the direction of the Provincial People's Committee; report and advise on the handling of the problems under the authority of the Provincial People's Committee in accordance with regulations before June 20. Departments, branches and sectors proactively monitor and guide localities to organize the implementation of selecting solid waste treatment models according to their authority; promptly synthesize problems to report to competent authorities for settlement in accordance with regulations.

Previously, on May 6, the Ministry of Agriculture and Environment issued Document No. 1760 providing specific guidance on principles and criteria for selecting models for treating domestic solid waste in urban and rural areas. People's Committees at all levels shall base on the criteria in this document to select models for treating domestic solid waste suitable for each locality. Specifically, in urban areas and concentrated residential areas, priority shall be given to selecting models for treating domestic solid waste in a centralized manner for many wards and communes; while in rural areas and special economic zones, which often have low population density, inconvenient traffic, and high collection and transportation costs, priority shall be given to centralized treatment models for each locality and special economic zone.

As for household waste in rural areas, it is recommended to apply the decentralized treatment model at households and household clusters because the collection and transportation costs are high, while the characteristics of this area are that it often has a large land fund, there is a need to use food waste as animal feed, use organic compost to grow fruit trees and industrial trees, etc.
