Over the years, the "Green, Clean, Beautiful, and Safe Working Environment" movement, implemented by the city's trade unions at all levels, has contributed to building a civilized and safe working environment, protecting the health and lives of workers, and creating a foundation for the sustainable development of agencies, units, and businesses. Comrade Nguyen Anh Tuan, Chairman of the Hai Phong City Federation of Labor, discussed with reporters from Hai Phong Newspaper and Radio and Television about the achievements and key solutions for the future.
- Could you please tell us about the specific contents of the "Green, Clean, Beautiful, and Safe Working Environment" movement to be implemented in 2025?
- In 2025, the City Labor Union launched the Occupational Safety and Health Action Month with the theme "Strengthening the assessment and identification of hazards and proactively implementing measures to ensure occupational safety and health at the workplace," aiming to raise awareness and foster responsibility among employers and employees. This will contribute to minimizing accidents and building a safety culture within businesses.
The City Federation of Labor organized 3 training courses on occupational safety and health at the city level; and 30 courses at grassroots trade unions for trade union officials, managers, and those in charge of occupational safety and health. It strengthened coordination with inter-agency teams of the city to inspect and monitor compliance with occupational safety and health laws and labor laws at units and enterprises; and proposed strict handling of violations of occupational safety and health laws. In addition, it organized visits and provided gifts to victims and families of victims of serious work accidents to promptly share and encourage families to overcome difficulties and stabilize their lives.

Looking back over the past period, what outstanding results has the movement achieved?
- The trade union participates in monitoring the placement of safety and hygiene officers; organizing emulation movements on occupational safety and hygiene; and disseminating information and providing training to raise awareness among union members and workers. The trade union also represents workers in providing feedback and making recommendations on risk prevention measures, monitoring the implementation of enterprise regulations, and contributing to building a safe working environment and reducing accidents and occupational diseases.
City-level trade unions have implemented this movement as a regular and continuous activity, creating a strong ripple effect among officials, union members, and workers in agencies, units, and businesses.
The City Federation of Labor conducted 16 monitoring and social critique sessions, coordinated inspections at 12 enterprises, and directed lower-level unions to inspect 36 units. The inspections revealed that most enterprises had installed machinery, equipment, and production lines in accordance with safety technical standards and regulations; and had internal rules and procedures for safe operation of machinery.
The good news is that most employers are proactive and diligent in building and improving the organizational structure and personnel for occupational safety and health. They are paying attention to and increasing investment in funding, equipment, and machinery, innovating technology, and applying new technical advancements to improve working conditions; the number of businesses, especially small and medium-sized enterprises, applying occupational safety and health and fire prevention management systems is increasing.
City Federation of Labor officials provided information on the workplace accident situation to union members and workers in the city.
At the end of July 2025, the City Labor Union awarded emulation flags to 10 collectives, certificates of merit to 36 collectives and 54 individuals for their outstanding achievements in the "Green, Clean, Beautiful, and Safe Working Environment" emulation movement during the 2020-2025 period, aiming to create a positive impact on all agencies, units, and businesses in the city.
- In reality, workplace accidents still occur, seriously affecting the health and lives of workers. So what are the causes?
- In 2024, the entire city experienced 23 workplace accidents resulting in 23 fatalities, an increase of 12 accidents and 12 fatalities compared to 2023. A positive sign is that in the first six months of 2025, the East Hai Phong area experienced 3 workplace accidents resulting in 3 fatalities, a decrease of 7 accidents compared to the same period in 2024. Meanwhile, the West Hai Phong area experienced 9 accidents resulting in 9 fatalities, of which 6 were related to occupational safety and hygiene. The causes were attributed to employers not complying with safety procedures and workers being complacent in production.
Inspections and monitoring at businesses have revealed that the quality of health check-ups and healthcare for workers in some units and enterprises is substandard due to low examination costs and superficial examination content. In some cases, businesses only spend 50,000-100,000 VND per person on examinations.
Some businesses do not truly prioritize occupational safety and hygiene, such as: raw materials and goods are left haphazardly near electrical sources; finished product and raw material storage areas are not separated from the production area; some equipment and machinery have expired but have not been reassessed or re-inspected; and occupational safety training for workers has not been conducted according to the correct target groups and for the required duration...
Self-inspection of occupational safety and hygiene to identify risks and supplement safe working regulations and procedures remains limited. The occupational safety and hygiene staff at the grassroots level are small, often have multiple responsibilities, and lack specialized knowledge. Notably, the handling of violations lacks sufficient deterrent effect, especially in small businesses.

- In the coming period, what solutions will the City Federation of Labor implement to enhance the effectiveness of the movement and minimize workplace accidents?
- Based on the above reality, a coordinated effort is needed, encompassing both increased inspections and improved awareness among both businesses and workers. The City Labor Union should intensify propaganda efforts to raise awareness and compliance with labor protection regulations among individual units, businesses, and workers. Inter-agency inspections should be conducted at production and business units within the city; guidance and training on occupational safety and health should be provided. Furthermore, priority should be given to training and capacity building for union officials and the occupational safety and health network in businesses with high risks of workplace accidents during production.
To ensure the movement is truly effective, the City Federation of Labor hopes that businesses will consider occupational safety and health as part of their business strategy, and that workers will voluntarily comply with regulations and procedures. After all, workplace safety is the happiness of every family and the sustainable development of businesses.

In 2024, the entire city saw over 60,500 workers receive training and education on occupational safety and hygiene; 26 occupational safety and hygiene corners were established; and 58 new occupational safety and hygiene networks were formed. The City Federation of Labor organized 35 legal awareness classes for over 7,500 officials and workers.
