Building and implementing village covenants and community conventions

The Provincial People's Committee (PPC) has just issued a plan to implement Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on building and implementing village covenants and conventions of residential communities in the province.

Specifically, the Provincial People's Committee assigned the Department of Culture, Sports and Tourism to preside over and coordinate with relevant departments, branches and People's Committees of districts, towns and cities to review legal documents related to village covenants and conventions issued by the People's Council and People's Committee, thereby proposing handling in accordance with the provisions of law (abolish, amend, supplement, replace or issue new ones to ensure consistency with Decree No. 61/2023/ND-CP). Review village covenants and conventions that have been approved or recognized in districts, towns and cities before December 31, 2023 to implement in accordance with the provisions of Article 24 of Decree No. 61/2023/ND-CP. At the same time, advise the Provincial People's Committee to submit to the Provincial People's Council a resolution regulating the expenditure levels for developing and implementing village covenants and conventions of residential communities in the province. Conduct synthesis, statistics, and reporting on the development and implementation of village covenants and conventions according to regulations and organize interim and final summaries according to the plan and instructions of the Ministry of Culture, Sports and Tourism.

Cultural activities in residential areas.

On that basis, relevant departments, branches and sectors need to guide and promote propaganda and dissemination work through specialized articles, reports and appropriate legal newsletters. At the same time, within the scope of their professional functions and tasks, disseminate the contents of Decree No. 61/2023/ND-CP to cadres, civil servants, public employees and workers for information and implementation.

The Department of Culture, Sports and Tourism presides over and coordinates with the People's Committees of districts, towns and cities to organize training and professional development in building and implementing village covenants and conventions in the locality. At the same time, localities disseminate information to each household, people and residential area to know, respond and participate in properly implementing Decree No. 61/2023/ND-CP and amend, supplement, replace and abolish village covenants and conventions that are not in accordance with regulations. Direct and organize inspection, supervision and handling of violations (if any) in the implementation of village covenants and conventions... Thereby, aiming to synchronously, uniformly, promptly and effectively implement the tasks prescribed in Decree No. 61/2023/ND-CP. At the same time, promote the self-management role of the residential community; protect, preserve and promote traditional cultural values, good customs and practices; limit and gradually eliminate backward customs; building civilized lifestyle in the community
