Disciplinary review of two former Thanh Hoa Party Secretaries

From June 12 to 15, in Hanoi, Mr. Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the 29th session.

The Central Inspection Commission reviewed the inspection results when there were signs of violations against the Standing Committee of Thanh Hoa Provincial Party Committee.

The Central Inspection Commission found that the Standing Committee of Thanh Hoa Provincial Party Committee violated the principle of democratic centralism and working regulations.

The Central Inspection Commission found that: The Standing Committee of the Thanh Hoa Provincial Party Committee violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership, direction, and inspection and supervision, allowing the Party Delegation of the Provincial People's Council (HDND), the Party Executive Committee of the Provincial People's Committee (PC) and many organizations and individuals to seriously violate Party regulations and State laws in approving policies, planning, adjusting planning, allocating land, granting certificates and calculating land use fees, allocating, managing and using the budget for a number of projects, including projects implemented by FLC Group Joint Stock Company and International Progress Joint Stock Company (AIC); some cadres and party members declared their personal assets dishonestly and incompletely, violating the Law on Anti-Corruption, violating regulations on what party members are not allowed to do and the responsibility to set an example; some cadres and party members were disciplined and prosecuted.

Responsibility for the above violations and shortcomings belongs to the Standing Committee of Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms; the Provincial People's Council Party Delegation for the 2016-2021 term; and the Provincial People's Committee Party Committee for the 2011-2016 and 2016-2021 terms.

The above violations also involve the responsibilities of Mr. Mai Van Ninh , former member of the Party Central Committee, former Deputy Head of the Central Propaganda Department, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council;

Trinh Van Chien, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee;

Nguyen Dinh Xung , former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee;

Mai Xuan Liem , Member of the Provincial Party Standing Committee, Member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee;

Chu Pham Ngoc Hien, former Deputy Minister of Natural Resources and Environment , former member of the Provincial Party Standing Committee, former member of the Party Committee, former Vice Chairman of the Provincial People's Committee;

Le Anh Tuan , Deputy Secretary of the Party Committee, Deputy Minister of Transport, former member of the Provincial Party Committee, former Vice Chairman of the Provincial People's Committee;

In addition, these violations are also related to the responsibilities of Mr. Le Thi Thin, Mr. Nguyen Duc Quyen, former member of the Provincial Party Standing Committee, former member of the Party Executive Committee, former Vice Chairman of the Provincial People's Committee; Mr. Pham Dang Quyen, Mr. Nguyen Ngoc Hoi, former member of the Provincial Party Committee, former member of the Party Executive Committee, former Vice Chairman of the Provincial People's Committee;

Also related to Mr. Ngo Van Tuan , former member of the Provincial Party Committee, former Vice Chairman of the Provincial People's Committee, former Director of the Department of Construction; Dao Vu Viet, member of the Provincial Party Committee, Secretary of the Bim Son Town Party Committee; Trinh Huy Trieu, member of the Provincial Party Committee, Chairman of the Thanh Hoa City People's Committee; Luong Tat Thang, member of the Provincial Party Committee, Secretary of the Sam Son City Party Committee; Tran Duy Binh, member of the Provincial Party Committee, Director of the Department of Science and Technology; Hoang Van Hung, former member of the Provincial Party Committee, former Director of the Department of Planning and Investment; comrades Vu Dinh Xinh, Dao Trong Quy, former members of the Provincial Party Committee, former Directors of the Department of Natural Resources and Environment; Hoang Sy Binh, Trinh Huu Hung, former members of the Provincial Party Committee, former Directors of the Department of Health; Do Huu Quyet, Director of the Department of Information and Communications.

According to the Central Inspection Commission, the above violations and shortcomings also involve the responsibility of a number of party organizations and party members.

The above violations have caused very serious consequences, causing huge losses of money and state assets, causing bad public opinion in society, affecting the reputation of the Party organization and local government, to the point of requiring consideration and disciplinary action.

The Central Inspection Commission requested the Standing Committee of Thanh Hoa Provincial Party Committee to promptly lead and direct the correction of violations and shortcomings that have been pointed out; review, consider responsibilities and discipline relevant organizations and individuals, and report the results to the Central Inspection Commission.
