On October 27th, in Hanoi, the Central Committee's Inspection Commission held its 5th National Emulation Congress (2020-2025).
Presiding over the Congress, Politburo member, Central Committee Secretary, and Chairman of the Central Inspection Committee Nguyen Duy Ngoc commended the comprehensive results achieved by the patriotic emulation movement of the Agency over the past five years.
Notably, the Agency proactively advised the Central Committee, the Politburo , and the Secretariat to issue 44 regulations, procedures, conclusions, and documents related to inspection and supervision work, which served as an important basis for the synchronized and unified implementation of inspection, supervision, and disciplinary enforcement within the Party from the central to the grassroots level; it also proactively concretized and issued 32 regulations, rules, plans, and guidelines for implementation at the Party committees and inspection committees of localities and units.
The agency has proactively implemented and directed Party committees and inspection committees at all levels in localities and units to actively and decisively participate, coordinating effectively with functional agencies to promptly and strictly inspect and handle Party organizations and Party members who have committed violations in complex cases and incidents that attract significant public attention.
In addition, the agency advised the Politburo and the Secretariat to establish 60 inspection teams, headed by members of the Politburo and the Secretariat, to inspect 172 Party organizations.
In particular, in 2025, for the first time, the Politburo and the Secretariat simultaneously deployed 19 inspection teams to examine 69 Party committees directly under the Central Committee regarding their leadership, guidance, and organization of the implementation of four key thematic areas and major Party policies from the moment they were issued.
This was a large-scale, nationwide inspection program with an unprecedented workload and tight deadline, but it was implemented decisively and completed in March 2025.
Despite the large workload and the high demands for quality and deadlines, officials, civil servants, and workers have united and strived to complete many tasks, exceeding the plan; thereby contributing to the successful implementation of the political tasks of the Central Inspection Committee with many outstanding achievements, Chairman Nguyen Duy Ngoc emphasized.
According to Nguyen Duy Ngoc, Chairman of the Central Inspection Committee, in the context of the country entering a new era, facing many great opportunities and advantages, but also full of difficulties and challenges, the patriotic emulation movement of the Agency needs to continue to innovate strongly, practically, and effectively, closely linked to political tasks, considering emulation as both a spiritual motivation and a method to improve work efficiency, creating motivation to overcome all difficulties and excellently fulfill the important responsibilities entrusted by the Party, the State, and the people.
To improve the quality of the patriotic emulation movement in the 2025-2030 period of the Central Inspection Committee, Chairman Nguyen Duy Ngoc emphasized six key areas in this movement.
This includes thoroughly understanding President Ho Chi Minh's ideology of patriotic emulation and the emulation movements launched by the Prime Minister and heads of agencies.
This will create a clear shift in awareness and action; encourage competition to improve the quality of strategic advisory work on Party inspection, supervision, and discipline; strengthen inspection and supervision; and promptly detect, prevent, and warn against violations and shortcomings, especially in the process of implementing the Party's major policies and decisions on national development in recent times.
The report presented at the Congress also indicated that, for the period 2025-2030, the Central Inspection Commission's agency aims to continue promoting and innovating the content, form, and methods to improve the quality of the emulation movement, determined to successfully implement the Resolution of the 14th National Party Congress and the Resolution of the Agency's Party Congress for the 2025-2030 term.
Key indicators include: all officials, civil servants, and employees in the Agency are informed, studied, and thoroughly understand the directives and regulations of the Party and the laws of the State on emulation and reward work; 100% of departments and units in the Agency actively participate in emulation movements launched by the Prime Minister and the Head of the Agency; and annually, all officials, civil servants, and employees successfully complete their tasks and achieve the title of "Advanced Worker"...
At the Congress, the Chairman of the Central Inspection Committee, Nguyen Duy Ngoc, presented the First and Second Class Labor Orders from the President of Vietnam to individuals with outstanding achievements.
