The project site for the commercial housing area is at the intersection of Trieu Quang Phuc and Hoang Dieu streets, Lao Cai ward, Lao Cai city (TDHOME Lao Cai).

The decision states that the joint venture between Hung Yen Import-Export Joint Stock Company and Thai Duong Construction and Development Joint Stock Company committed the following administrative violations:

Failure to implement the periodic 6-month investment monitoring and evaluation reporting regime for 2022 as stipulated in point a, clause 8 and point a, clause 11, Article 100 of Government Decree No. 29/2021/ND-CP dated March 26, 2021, regulating the procedures for appraising nationally important projects and monitoring and evaluating investment, for the commercial housing project at the intersection of Trieu Quang Phuc and Hoang Dieu roads, Lao Cai ward, Lao Cai city (TDHOME Lao Cai).

Failure to implement the periodic 6-month investment monitoring and evaluation reporting regime for 2023 as stipulated in point a, clause 8 and point a, clause 11, Article 100 of Government Decree No. 29/2021/ND-CP dated March 26, 2021, regulating the procedures for appraising nationally important projects and monitoring and evaluating investment, for the commercial housing project at the intersection of Trieu Quang Phuc and Hoang Dieu roads, Lao Cai ward, Lao Cai city (TDHOME Lao Cai).

The periodic investment monitoring and evaluation report for 2023 (before February 10, 2024) was not prepared within the deadline stipulated in point a, clause 11, Article 100 of Government Decree No. 29/2021/ND-CP dated March 26, 2021, on the procedures for appraising nationally important projects and monitoring and evaluating investment for the commercial housing project at the intersection of Trieu Quang Phuc and Hoang Dieu roads, Lao Cai ward, Lao Cai city (TDHOME Lao Cai).

The investor has failed to comply with the content of Decision No. 28/QD-BQL dated January 28, 2022, issued by the Management Board of the Lao Cai Provincial Economic Zone, approving the investment policy and investor for the joint venture of Hung Yen Import-Export Joint Stock Company and Thai Duong Construction and Development Joint Stock Company to implement the commercial housing project at the intersection of Trieu Quang Phuc and Hoang Dieu roads, Lao Cai ward, Lao Cai city (TDHOME Lao Cai). Specifically, the investor has not completed the procedures according to Clause 8, Article 1 of Decision No. 28/QD-BQL (procedures regarding environment, fire prevention and control, etc.); has not constructed the project items as stipulated in Clause 8, Article 1 of Decision No. 28/QD-BQL; and has not completed the project for use as stipulated in Clause 8, Article 1 of Decision No. 28/QD-BQL.

In addition to monetary penalties, investors are required to submit periodic investment monitoring and evaluation reports every six months of 2022 and 2023 as stipulated.
