Request to repair the peeling surface of the North-South Expressway before April 30

TPO - The Vietnam Road Administration has just issued a dispatch requesting project management boards and contractors on the North-South expressway in the East from the North of Tam Diep - Dien Chau tunnel and Cam Lo - La Son to complete the repair of expansion joints with concrete breakage and bolts coming loose before the April 30 - May 1 holiday.

According to the dispatch, the Vietnam Road Administration (VRA) said that the North-South Expressway in the East from the North of Tam Diep - Dien Chau tunnel and Cam Lo - La Son was put into operation in 2024 but some damage has appeared, especially the damage to expansion joints on some bridges such as Song Nhom in early February, which poses a potential risk to traffic safety.

Regarding the above issue, the Vietnam Road Administration has issued many documents urging Project Management Boards (PMUs) on the route and reporting to the Ministry of Construction on repairing damage according to warranty responsibilities.

Currently, the Vietnam Road Administration requests Project Management Board 2, Board 6, Thang Long Board, and Ho Chi Minh Road Board to urgently repair expansion joints that have broken concrete and popped bolts, posing a high risk of causing traffic safety problems, and requires contractors to complete repairs before April 30.

The contractor must develop a detailed treatment plan and construction measures for the repair and submit them to the Project Management Board for approval to ensure the quality requirements of the project and ensure traffic safety during the construction process. The Project Management Board shall send the approved plan, measures and construction schedule to the Highway Management Areas I and II for coordination.

In case the Project Management Board and contractors are slow to carry out the above repair work, if traffic safety is affected due to causes related to these damages, the Project Management Board and contractors must be responsible according to regulations.

The Project Management Boards must review the entire design and construction work for the expansion joints on the route to assess the causes of the damage and the immediate and long-term solutions for the phenomenon of extensive damage to the above expansion joints; in which special attention must be paid to the assessment of the suitability of the types of joints currently used on the expressways. The review results must be sent to the Vietnam Road Administration before April 30.

For the QLDB Areas I and II, it is necessary to closely coordinate with the Project Management Boards to carry out traffic diversion and organization during the repair and restoration of damages to ensure absolute safety for vehicles traveling on the route; it is necessary to inspect, supervise and urge the repair and restoration of damages according to the construction plan and measures approved by the Project Management Board and comply with current relevant regulations.

The Vietnam Road Administration stated that if the implementation is slow as required, the Highway Management Zones I and II must report and propose measures related to highway operation management according to regulations.
