The Department of Education and Training of Ho Chi Minh City has issued a document guiding the collection and use of tuition fees and other revenues in the 2024-2025 school year.
Accordingly, tuition fees for the 2024-2025 school year at all levels are about 30,000-200,000 VND/month, except for 5-year-old children and primary school children at public schools.
Tuition fees are divided into 2 groups as follows:
Group 1: students studying at schools in Thu Duc city and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2: students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

Tuition for the 2024-2025 school year
In particular, the tuition fees for primary school level specified in the above table are the basis for implementing the policy of supporting tuition fees for private primary school students (in areas where public primary schools are not yet available), and private primary school students who are eligible for tuition exemption and reduction policies.
For continuing education institutions and other training institutions implementing general education programs, tuition fees are applied equivalent to those of public general education institutions at the same level.
Regarding service fees, schools will base on the actual situation and students' needs to agree with parents on specific fees, but not exceeding the ceiling set by the City People's Council. In addition, fees must not increase by more than 15% compared to last year.
9 revenues prescribed by the People's Council
According to the Resolution of the Ho Chi Minh City People's Council at the 17th session last July, there will be 9 revenue items for educational support services in Ho Chi Minh City educational institutions with collection rates regulated by the City People's Council.

These prescribed collection levels are maximum collection levels. Depending on the actual situation of the educational institution and the needs of the students, the educational institution shall agree with the parents of the students on the specific collection level, but it shall not exceed the collection level prescribed in this Resolution and shall not be 15% higher than that of the previous school year.
17 self-negotiated revenue items
In addition, the Department of Education and Training has proposed 17 other fees, depending on the level of education. These fees do not have a specific ceiling. Schools will develop budgets based on the principle of collecting enough to cover expenses, based on voluntary participation, agreement with parents, and in accordance with local realities. If there is any adjustment, the increase must not exceed 15% and must be explained, made public, and agreed upon by parents.
The Department notes that schools should not collect multiple fees at the same time and have exemptions for students in difficult circumstances.

Departments of Education and Training must monitor revenue and expenditure at the beginning of the school year and control schools from incurring any additional revenue outside of regulations.
In the 2024-2025 school year, the city will have more than 1.7 million children and students of all levels, an increase of more than 24,000 students compared to the previous school year.
Deputy Director of the Department of Education and Training of Ho Chi Minh City Nguyen Bao Quoc said that in the new school year, the department will direct the strengthening of inspection, examination, and supervision of revenue and expenditure, and management of facilities at the beginning of the school year at affiliated educational institutions according to management decentralization, promptly correcting the situation of collecting illegal fees.
"Educational institutions need to comply with regulations and have the consent of students' parents. The Department will receive all feedback from the press and parents to promptly make adjustments and give reminders (if there are violations)," said Mr. Nguyen Quoc Bao.
