Teachers' attraction allowance is paid with monthly salary and is not used to calculate social insurance contributions and benefits.

According to sub-section 3 Section II of Joint Circular 10/2005 / TTLT-BNV-BLDTBXH-BTC, it is stipulated as follows:

- How to pay allowances:

+ Attraction allowance is paid with monthly salary and is not used to calculate social insurance contributions and benefits.

+ Source of funding for payment of attraction allowances: For agencies and units fully guaranteed by the state budget, attraction allowances are guaranteed by the state budget according to the current budget decentralization in the budget estimates assigned annually to agencies and units.

For agencies implementing the contract for staffing and administrative management expenses and public service units implementing financial autonomy, the attraction allowance is paid by the agency or unit from the contracted budget source and the autonomous financial source.

For state-owned enterprises, attraction allowances are calculated into the unit price of wages and accounted for in the cost price or business expenses.
