(ABO) On the afternoon of June 2, at the Government headquarters, Comrade Pham Minh Chinh, Prime Minister chaired the online and in-person conference to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development and reviewing and evaluating the situation of social housing development in the first 5 months of the year, and the implementation plan for the last months of 2025. Chairing the Tien Giang bridge point was comrade Nguyen Thanh Dieu, Provincial Party Committee member, Vice Chairman of Tien Giang Provincial People's Committee; along with representatives of provincial departments, branches and sectors.
At the conference, the leaders of
the Ministry of Construction announced the results of the implementation of Resolution No. 201/2025/QH15 and the implementation plan. Some notable mechanisms and policies include: Establishing the National Housing Fund; reducing and reforming administrative procedures in investment procedures for social housing construction; supplementing support policies for social housing. Regarding the effective date, in order to promptly remove difficulties and obstacles and promote the development of social housing, the Resolution takes effect from June 1, 2025, except for the contents assigned to the Government for detailed regulations, which will take effect from July 1, 2025.

Regarding the results of social housing development, most localities have allocated enough land for social housing development. Many localities have paid attention to and allocated land for social housing in favorable locations, near urban centers and industrial parks, ensuring technical and social infrastructure requirements such as: Dong Nai (951 ha), Long An (507.2 ha), Binh Duong (203.8 ha), Quang Ninh (173.4 ha)...
Nationwide, 686 social housing projects have been implemented with a scale of 627,867 units, of which: 117 projects have been completed and partially completed, with a scale of 80,811 units; 159 projects have started construction, with a scale of 135,563 units; 416 projects have been approved for investment policy, with a scale of 417,185 units. Thus, the number of completed projects and projects that have started construction reached 51% of the target set in the Project by 2025 (428,000 units).
Results of social housing investment in the first 5 months of 2025, nationwide, 159 projects have been started and are under construction, with a scale of 135,563 units; of which 21 new projects have been started, with a scale of 20,428 units. In the first 5 months of the year, 22,649 social housing apartments have been completed. Through reports from 63 localities and actual inspections, the Ministry of Construction found that there has been a clear change in the results of social housing development in localities, many localities have paid attention, urged the implementation, with good results; however, there are still many localities that have not paid attention, the implementation results have not met the requirements.
In Tien Giang province, the results of the implementation of the Project "Investing in the construction of at least 1 million apartments for low-income people and industrial park workers in the period of 2021 - 2030" are as follows: The whole province has completed 1 social housing project with a total of 203 apartments and is implementing 6 social housing projects with a land area of 17.95 hectares, the total number of apartments is expected to be 3,287.
Of which, 2 projects are under construction: Total land area is 4,149 hectares, total floor area is 69,493 m2 , equivalent to about 1,094 houses; 4 projects in the 20% land fund reserved for developing social housing in the commercial housing project, total land area is 13.8 hectares, total floor area is 280,146 m2 , equivalent to about 2,193 houses.
In addition, the Department of Finance is currently appraising 3 dossiers proposing approval of the independent social housing project with a total scale of 1.95 hectares and a total number of about 1,068 apartments.
Speaking at the conference, comrade Pham Minh Chinh acknowledged the results achieved in recent times in the provinces and cities.
The Prime Minister emphasized a number of tasks that need to be done as follows: Implementing social policies, progressive policies, social justice, citizens' right to access housing...; social security policies for the poor, disadvantaged, and vulnerable people to access social housing policies; contributing to increasing investment in development, increasing consumption, a driving force for economic growth; demonstrating national sentiment, the spirit of "the rich help the poor", mutual help, thereby demonstrating the humanity of the Party and State; demonstrating the sense of responsibility of Party committees and authorities at all levels towards the people, as well as disadvantaged people; contributing to urbanization according to the Party's policy, protecting the bright - green - clean environment, re-planning undeveloped housing areas into social housing areas, contributing to ensuring infrastructure, not wasting...
