Meeting IT engineer Hoang Khac Hieu on a cold, rainy day in Hanoi couldn't diminish the intensity of the story surrounding the Dubai City Hall IoT Platform project. The intensity of the arid desert climate and the pressure of competition and project deadlines, which, according to Hieu, "struck" him the moment he received the information, all contributed to the intense competition.

As the Head of Development Department 2 at the Government Solutions Center - Viettel Enterprise Solutions Corporation, the engineer born in 1996 was busy drafting a plan outlining tasks, contact points, and coordination within the unit as well as with clients.

Messages, calls, and numerous online meetings spanning thousands of kilometers enriched the information, field survey data, and customer requirements and desires. Hieu and his colleagues focused their efforts on analyzing, evaluating, and developing optimal technological solutions, ensuring their products addressed the customers' specific needs.

During their time in Dubai – dubbed the "city of gold" – Hieu's team worked tirelessly, making the most of every day and hour to simultaneously implement multiple tasks.

Our goal is to provide optimal technological solutions and a vision aligned with the city's future development.

Mr. Hieu said: “I worked tirelessly alongside my colleagues, from installing sensors to integrate into the IoT system, erecting poles for camera installation, adjusting and building the system... to exchanging information and presenting technology and products to customers. Costs in Dubai are quite high, so we had to work even harder to complete the planned work and any unforeseen requirements.”

According to Mr. Hieu, it's crucial to continuously update the actual situation during construction because "understanding the site is essential for creating a good product that can fully utilize its potential."

He gave an example: during the design phase, they had to train the AI ​​to recognize the Arabic numeral system and the many colors on license plates; during installation, they had to fine-tune the camera's angle for optimal accuracy, and operate in the harsh climate and weather conditions here.

Speaking about the pressures of implementing technology projects and products related to his field, IT engineer Hoang Khac Hieu said that the greater the pressure, the higher the resilience, and he has become accustomed to the intensity and high demands since his early days with Viettel.

Mr. Hieu recounted that in 2019, he officially joined Viettel and was assigned to the new product development department. The new product development department has a small staff but handles "hot" and large-scale projects, requiring each employee to have a solid technical foundation, discipline, the ability to withstand pressure, and always be ready to participate.

Having just started working, the fresh graduate had his first business trip to Ninh Thuan – a province developing a project to monitor and enforce traffic regulations.

He directly discussed, analyzed, and advised clients on technological solutions such as centralized AI and edge AI in building traffic monitoring systems; then implemented them at three traffic monitoring and enforcement points in Phan Rang - Thap Cham city (Ninh Thuan province). He also directly taught the city's police force how to use the system.

"This was my first time giving a presentation, demonstrating how to operate the system, and answering questions from a large audience, mainly traffic police officers. Although I was a little nervous, the content was well-prepared, so the first training session was quite successful," said Mr. Hieu.

Since that first business trip and class, Hoang Khac Hieu has made many more trips to introduce products, implement projects, and provide customer service both domestically and internationally.

This includes leading the implementation and development of the "Green Flow" project during the COVID-19 pandemic to ensure smooth traffic flow nationwide; the "Smart Traffic Enforcement and Monitoring" project within the Smart City ecosystem, which has been implemented in over 30 projects across Vietnam and internationally; and the development of IoT Platform, ITS (Intelligent Transportation Systems), Digital Office, and Trafficid products within the ITS ecosystem, which have been deployed in Peru...

Mr. Hoang Khac Hieu is currently the "captain" of Development Department 2 (Government Solutions Center) with nearly 30 employees.   Gen Z workforce.

“I’m the oldest in the team, the youngest was born in 2003. Standing before a team of young people who love research, are full of aspirations to prove themselves and contribute, if I don’t constantly learn and improve my expertise, skills, and character, it will be very difficult to build trust and credibility so that they will work together,” Mr. Hieu said.

Throughout his work, Mr. Hieu has always strived for continuous improvement and enhancement of product quality, constantly learning, including from competitors. He always questions the reasons behind the differences in competitors' technologies and solutions, as well as how those differentiating features impact the market.

Mr. Hieu stated that increasingly advanced and superior technologies such as AI and big data systems will further change user behavior and interaction. This presents a challenge for everyone working in the technology field to research and find solutions, providing motivation for innovation.

Besides leading the implementation and development of important projects that generate significant revenue, Mr. Hieu is the author of many effective ideas and initiatives at the unit, including 3 initiatives at the Corporation level that have been applied in practice.

Specifically, the initiatives include: “Applying the Jhipster open-source platform to standardize and automate the development, deployment, and application of CI/CD and cloud-native solutions for applications at VTS”; “Applying NO-CODE trending with the Apache-Nifi and Tableau technology stack for IOC application development”; and “Building a Base template framework to improve development speed, feature standards, and UI&UX quality for products of the GPCP Center”.

According to Mr. Hieu, innovation and creativity not only drive career development but are also extremely important intrinsic requirements for each individual to avoid the risk of "saturation," and to gain more motivation and opportunities for personal growth.

With his achievements in labor and production, Hoang Khac Hieu was awarded the title of Emulation Soldier of the entire army in 2024; he was also an Emulation Soldier at the grassroots level for four consecutive years (2021, 2022, 2023, 2024); and he received the DX Excellence Scholarship from Viettel Group for talented personnel in 2023.

Mr. Hieu is one of the 10 outstanding young people in the entire army in 2024; he is also a nominee for the Outstanding Young Vietnamese Award in 2024 in the field of labor and production.

Hoang Khac Hieu developed an early interest in information technology. A Windows 95 computer brought back to the village by a family member sparked his interest in IT.

The simple tasks of quickly solving complex problems with large amounts of data or text on the computer further fueled his passion for learning computer techniques and trying his hand at programming. Winning first prize in the provincial-level Informatics competition for gifted students in 9th grade and being admitted to the specialized Informatics class at Quang Binh High School for Gifted Students paved the way for him to become a student at Hanoi University of Science and Technology.

Working at Viettel was one of his goals since his early years as a technology student, so he applied for an internship program there. After graduating from university, the IT engineer joined Viettel.
