In his opening speech, Deputy Minister of Science and Technology Bui The Duy said that Vietnam consistently pursues the “open” philosophy: open standards, open data, open source code, the path to receiving global knowledge and developing Make in Vietnam, while ensuring safety and transparency in AI applications.

With 100 million young, dynamic and tech-savvy people, Vietnam is both a large market and a place to create new AI products; with 11 strategic technology groups, computing infrastructure, rich data, Make in Vietnam digital enterprises and an ambitious startup - research community, Vietnam has all the conditions to move fast and strong in the AI ​​era.

Affirming that AI is a historic opportunity for Vietnam to make a breakthrough, Deputy Minister Bui The Duy said that with an economic foundation that has risen to 32nd place in the world, Vietnam is qualified to enter the AI ​​era.

Associate Professor Luu Anh Tuan, Executive Director of VinUni Artificial Intelligence Research Center, also believes that “starting from zero” creates advantages: not being bound by old data, having the opportunity to build a clean data warehouse, covering the field, reflecting regional dialects and complying with ethical standards to prevent fake news.

At the seminar, leading scientists such as Professor Yoshua Bengio (Co-winner of the 2018 Turing Award), Professor Geoffrey Hinton (Nobel Prize in Physics 2024, “father of AI”), Dr. Vinton Cerf (one of the “fathers” of the Internet), Professor Toby Walsh (University of New South Wales, Australia)... warned that AI is accelerating beyond the ability of its creators to predict. The remarkable progress comes with risks, from privacy violations to lack of transparency.

Professor Yoshua Bengio warns that large models can self-optimize in ways that cause humans to lose control.

Dr. Vinton Cerf reiterated the lesson of the Internet: if technology develops first and management follows, the social consequences will be huge. Analysis shows that AI is developing faster than the capacity to build a global legal framework.
