AI with open technology and open source

On the afternoon of November 3 in Hanoi, Minister Nguyen Manh Hung chaired the Open Technology Forum 2025 with the theme "AI with open technology and open source". The forum gathered many experts, managers and businesses to exchange and share visions, experiences and propose strategic solutions to promote the development of artificial intelligence (AI) to serve national digital transformation.

Speaking at the opening ceremony, Minister of Science and Technology Nguyen Manh Hung said that digital technology has, is, and will penetrate every corner of social life, and will become the air we breathe. And therefore, it must be as cheap as air. And the way to achieve that is open technology. Open technology is not only open source code, but also open architecture and open standards. And along with open technology is open culture. We will all contribute to technology development, and share the use of technology to achieve universal access. And because of that, the price of technology per user will be cheaper.

Digital technology has become the foundation of the socio -economic. The greatest migration in human history is the migration from the physical world to the virtual world. But all countries are concerned about cyber security. Digital trust will be the decisive factor for the success of this migration. Countries can only have digital trust when the technology they use is open technology.

For a country like Vietnam, if we want to go ahead, we have to stand on the shoulders of others. Choosing to develop open technology, choosing to develop open source software, choosing to open data for individuals and businesses to participate in creating new values ​​is our orientation. With this orientation, Vietnam will develop into a technological country, based on and inheriting human knowledge but also contributing to human knowledge.

The theme of this year's Open Summit: AI with open technology and open source. This is the strategy for Vietnam to break through and rise up, not to fall behind. This is the way to turn users into technology creators. This is the way to make AI safe. Minister of Science and Technology Nguyen Manh Hung likened: Elon Musk said "If strong AI is in the hands of a few companies, that is the biggest risk to the future of humanity". The stronger AI is, the more it needs community supervision. Openness is the condition to protect people and promote innovation.

Based on the state's leadership through the use of open source code for digital government, building a shared national AI supercomputing center, a national AI open data center, and ordering open AI problems. Open to accelerate innovation, shorten the technology gap. Open for autonomy, to build sovereign AI. Open source code helps countries access core technology, without being locked into other people's platforms. Open to nurture the business ecosystem, especially small businesses and startups, creating many application layers to help AI become widely popular./.
