Authorized by the President, Deputy Head of the Office of the President Pham Thanh Ha announced the President's Decision to promote from Lieutenant General to Senior Lieutenant General the rank of comrade Le Quang Minh, Deputy Head of the General Department of Politics of the Vietnam People's Army.
