Also attending the ceremony were: General Phan Van Giang, Politburo member, Minister of National Defense; Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; Party Central Committee members: Le Khanh Hai, Director of the Office of the President ; Hoang Dang Quang, Deputy Head of the Standing Committee of the Central Organization Committee; Nguyen Huu Dong, Deputy Head of the Central Internal Affairs Committee; General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; and representatives of leaders of central departments, ministries and branches.

Authorized by the President, Deputy Head of the Office of the President Pham Thanh Ha announced the President's Decision to promote from Lieutenant General to Senior Lieutenant General for comrade Le Quang Minh, Deputy Head of the General Department of Politics of the Vietnam People's Army.
