On the morning of November 4, President Luong Cuong presided over the ceremony to announce and present the decision to appoint the position of Director of the General Department of Politics of the Vietnam People's Army and to present the decision to promote the ranks of General and Senior Lieutenant General to officers of the Vietnam People's Army.

Accordingly, at the ceremony, the President's decision to appoint Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, to hold the position of Director of the General Political Department of the Vietnam People's Army, was announced. At the same time, Mr. Nguyen Trong Nghia was promoted from Senior Lieutenant General to General.

The President also promoted Deputy Minister of National Defense Nguyen Van Gau and Deputy Minister of National Defense Le Duc Thai from Lieutenant General to Senior Lieutenant General.

General Nguyen Trong Nghia was born in 1962, from Dong Thap. His professional qualifications are: Bachelor of Social Sciences and Humanities. Political theory level: Advanced.

He is a member of the 13th Politburo (from May 2024); Secretary of the 13th Party Central Committee; member of the 12th and 13th Party Central Committee; and a delegate of the 14th and 15th National Assembly.

He was Deputy Director of Politics of Military Region 7, Political Commissar of Army Corps 4, Deputy Director of the General Department of Politics of the Vietnam People's Army, Lieutenant General (2013), Senior Lieutenant General (2017), Head of the Central Propaganda Department.

Since February 2025, he has been Head of the Central Propaganda and Mass Mobilization Commission.
