
Overview of the National Data Architecture Framework.
On November 4, 2025, the Prime Minister signed Decision 2439-QD/TTg officially promulgating the document set "National Data Architecture Framework, National Data Governance and Management Framework and Shared Data Dictionary (Version 1.0)".
According to the content of the Decision, the National Data Architecture Framework acts as a master blueprint, regulating the structure, hierarchy, technical standards and interconnection methods between national databases, specialized databases, local databases and information systems of agencies in the entire political system.
The illustration below shows the overall structure of the national data architecture framework, including data layers, connectivity mechanisms and security layers.
In parallel, the National Data Governance and Management Framework provides a set of principles, processes and organizational mechanisms to ensure that data is collected, stored, connected, shared, opened and protected in a unified, scientific and effective manner. This framework clearly defines the roles and responsibilities of each entity in the entire data life cycle, from creation to exploitation.
The third component, the Common Data Dictionary , is a standardization tool. This is a system of definitions, semantic models and standardization rules for data fields, aiming to unify the names, business contents and technical standards for data in the information systems of ministries, branches and localities. Thanks to that, data can be shared, connected and used across agencies without encountering errors or incompatibilities.
The above set of documents is applied to all agencies in the political system from central to local levels: ministries, ministerial-level agencies, provincial/municipal People's Committees, socio-political organizations, judicial agencies and relevant units in data management and exploitation activities.
The Prime Minister emphasized that the synchronous establishment of these three components is the foundation for forming a unified, safe and effectively exploited national data ecosystem. When widely applied, the framework will facilitate connection, sharing and use of data to serve the direction, administration, socio-economic development and promote digital transformation nationwide.
The data architecture framework of ministries, branches and localities will be built according to the common standards specified in Decision 2439, ensuring consistency in principles, data models and connection methods.
As assigned by the Government, the Ministry of Public Security is the agency in charge of promulgating regulations, standards and technical guidelines related to shared data, data connection and sharing, and data security and safety; and at the same time, supervises the unified implementation of three components including the Architectural Framework, the Governance Framework and the Shared Data Dictionary.
