Bac Ninh issues Regulations on data management, exploitation and use - a pioneering step in implementing the National Data Strategy

The People's Committee of Bac Ninh province has just issued Decision No. 55/2025/QD-UBND on the Regulations on Management, Exploitation and Use of Database Data in the Province, marking an important step forward in the process of building digital government, developing digital economy and digital society in the locality. This is also one of the earliest concrete models of the National Data Strategy to 2030, vision 2045, chaired by the Ministry of Science and Technology (MOST), which identifies data as a new resource and a core foundation for digital national development.

Perfecting the data platform – from vision to action

The new regulation was issued in the context that Bac Ninh is promoting the implementation of digital transformation tasks in the direction of data as the center. The entire database system in the province will be managed, connected, shared and exploited uniformly through the Bac Ninh Province Shared Digital Data Warehouse, located at the Provincial Data Integration Center.

According to the Regulation, data management is applied to all departments, branches, sectors, People's Committees at all levels, and organizations and individuals participating in data operation and exploitation. The list of shared databases will be evaluated, reviewed and updated annually or when new requirements arise, ensuring compliance with management practices and the province's data strategy.

A special point in the Regulation is the establishment of a data synchronization mechanism between the provincial level and national databases, ministerial and sectoral databases as prescribed in Article 42 of Decree 47/2020/ND-CP.

This helps avoid duplication and dispersion, creating a centralized, unified data ecosystem that can connect 4 administrative levels, while saving investment costs and ensuring efficient use of resources.

A notable highlight is the Bac Ninh Open Data Portal at https://data.bacninh.gov.vn. This is a platform that allows agencies, organizations, businesses and people to access and exploit publicly available data sets from the Shared Data Warehouse, serving research, innovation and digital service development.

According to the Department of Science and Technology of Bac Ninh province, the data sets will be standardized in open formats, easy to integrate and reuse, thereby forming an open data ecosystem serving the community. This data portal not only helps increase transparency and efficiency of state management but also opens up many opportunities for technology startups, data businesses, and the development of new products and services based on public data.

Publicizing open data also contributes to promoting the local data economy , making data a new development resource, in line with the orientation of the National Data Strategy, considering data as "fuel" for innovation and evidence-based decision-making.

The central coordinating role of the Department of Science and Technology

According to the Regulations, the Department of Science and Technology of Bac Ninh province is the focal agency for coordination and technical guidance on data management, sharing and exploitation.

The Department is responsible for connecting data systems of departments, branches and localities through the data integration and sharing platform (LGSP), ensuring that data sharing and exploitation processes are unified and secure.

In addition, the Department of Science and Technology is also assigned to advise the Provincial People's Committee to resolve difficulties and problems related to data infrastructure, and at the same time synthesize and publish statistical information on the status of data sharing between units.

This is a modern approach, taking data as infrastructure, taking science and technology as the coordinating pillar, in line with the data governance model proposed by the National Data Strategy, in which the Ministry of Science and Technology plays a core role in building data standards, research ecosystems and AI platforms to serve national data analysis.

Both the Bac Ninh Charter and the National Data Strategy share the same vision: Data is a national asset, an infrastructure factor for development. However, Bac Ninh has concretized this orientation through highly practical actions.

While the Strategy of the Ministry of Science and Technology sets out a vision and policy orientation, Bac Ninh is one of the few localities that transforms that vision into specific mechanisms, with regulations on standardization, synchronization, sharing and exploitation of data, towards the model of "open data government".

Data – the new foundation for administrative reform and smart governance

According to a representative of the Department of Science and Technology of Bac Ninh, data mining not only serves the government's management and supervision activities but also helps restructure the administrative procedure settlement process, reduce paperwork, and cut down on file components for people and businesses.

Thanks to data connection between administrative agencies, many administrative procedures can be resolved completely online, aiming for 100% full-process public services - in the spirit of "taking people and businesses as the center of service" in the National Digital Transformation Program.

In the long term, Bac Ninh aims to form an Open Data Operation Center, integrating data on smart cities, industry, science and technology, education, healthcare, environment... to serve analysis, forecasting, and policy decision-making based on big data (Data-driven Decision Making).

The issuance of this Regulation not only helps standardize the legal framework for data management, but also affirms Bac Ninh's determination in building a data government, developing a data economy and a data society - three important pillars of the national data strategy.

With a systematic, synchronous approach and long-term vision, Bac Ninh is affirming its position as a leading locality in data-based digital transformation, contributing to realizing the goal of Vietnam becoming a data-driven, innovative and sustainable country by 2030, as set out in the spirit of the National Data Strategy.
