Implementing the direction of the Chairman of the Provincial People's Committee on guiding and synthesizing job position plans at the People's Committees of communes and wards, the Department of Home Affairs requested localities to review, evaluate the current situation and synthesize the current staff, civil servants and public employees in the localities. Based on the capacity, strengths, experience and work results of each person (the whole Party bloc), the People's Committees of communes have proactively reported to the Party Committees at the same level to arrange and assign personnel, ensuring compliance with job positions and task requirements of the commune-level administrative unit.

After reviewing and arranging internally, some localities still lack cadres and civil servants, especially in areas such as: Traffic, construction, finance, information technology, etc. The Department of Home Affairs synthesizes and coordinates with departments, branches, and units to review and implement the transfer and secondment of civil servants and public employees from communes and wards with surplus to communes and wards with shortage, and secondment from provincial-level agencies and units to commune-level according to regulations.

Up to now, the Department of Home Affairs has transferred 9 cases from communes and wards with surplus to communes and wards with shortage; seconded 30 cases with suitable expertise from officials of the Public Service Supply Center of communes and wards to work in civil servant positions.

Of which, Bac Ninh Province Traffic and Agriculture Project Management Board No. 1 has 9 cases; Department of Agriculture and Environment has 8 cases; Department of Construction has 6 cases; Bac Ninh Province Urban Development and Construction Project Management Board No. 2 has 5 cases and Bac Ninh Province Civil and Urban Development Project Management Board No. 1 has 4 cases.

If they meet the requirements and complete their tasks well for 3 consecutive months, they can be considered for transfer from civil servant to public employee without having to take an exam.
