The workshop took place under the chairmanship of Vice Chairman of Bac Ninh Provincial People's Committee Pham Van Thinh, with the participation of Mr. Tran Hoai Trang, Deputy Director of Electricity Department, Ministry of Industry and Trade and about 200 large electricity-using enterprises in the area.
In his opening speech, Director of the Department of Industry and Trade of Bac Ninh province Nguyen Minh Hieu said that the development of renewable energy, including rooftop solar power, is an inevitable trend. Mr. Hieu emphasized that Bac Ninh is an industrial province with a fast growth rate, ensuring energy security, reducing greenhouse gas emissions and optimizing production costs for businesses is an extremely important task.

In the period 2021-2025, the gross regional domestic product (GRDP) in Bac Ninh province increased by an average of 8.98%, ranking among the top 5 localities in the country. The rapid economic growth has led to a large demand for electricity, increasing by an average of 13.5% per year. Bac Ninh province affirms that it has great potential with about 6,800 hectares of factory roofs and the goal is to develop 3,392 MW of rooftop solar power capacity.
At the workshop, representatives of the Electricity Department, Ministry of Industry and Trade deployed and guided related legal documents. Mr. Tran Hoai Trang, Deputy Director of the Electricity Department, Ministry of Industry and Trade, said that according to Decree No. 58/2025/ND-CP of the Government, the procedures for installing self-produced and self-consumed rooftop solar power have been simplified. Organizations and individuals only need to carry out the procedure of sending a notification or being granted a certificate of registration for development depending on the capacity scale. Mr. Tran Hoai Trang emphasized that the notification procedure is very simple, a one-way administrative procedure.
According to Mr. Tran Hoai Trang, the draft revised decree is being developed to remove obstacles and shortcomings. The draft proposes that registration only needs to be sent to a single management agency, which is the People's Committee at the commune level or the Department of Industry and Trade. At the same time, the draft also proposes to increase the rate of selling surplus electricity output to 50% in the period up to 2030, expanding the subjects eligible to buy surplus electricity from power units.
Vice Chairman of Bac Ninh Provincial People's Committee Pham Van Thinh said that the whole Bac Ninh province has reached more than 200 MW of rooftop solar power. Mr. Thinh requested the Department of Industry and Trade to urgently develop a development plan, in which specific targets are assigned to each enterprise, especially large electricity users in the area. Vice Chairman of the Provincial People's Committee Pham Van Thinh directed enterprises to register to use self-produced and self-consumed rooftop solar power within 5 days and send it to the Department of Industry and Trade for synthesis.
Mr. Pham Van Thinh expects Bac Ninh to be a bright spot and a leader in the country in rooftop solar power, striving to reach nearly 4 GB (4,000 MW) by the end of 2026 according to the target assigned by the Prime Minister. The Vice Chairman of the Provincial People's Committee pledged to accompany businesses, maintain a mechanism of listening, regular dialogue and thoroughly remove all barriers, shortening the time to handle administrative procedures. Mr. Pham Van Thinh also reassured businesses that the problem of handling solar panels is completely feasible, with technology allowing recovery and recycling of over 90%.
Bac Ninh province calls on the business community to boldly pioneer investment in rooftop solar power, considering this a key strategy to enhance "green" competitiveness and meet strict export standards.
