Hanoi press promotes propaganda and dissemination of the 2024 Capital Law

Kinhtedothi - On the afternoon of November 1, the Hanoi Party Committee's Propaganda Department held a conference to provide specialized information and a meeting to deploy key tasks of the city's press work in November 2024. Deputy Head of the Party Committee's Propaganda Department Nguyen Huy Cuong chaired and delivered a speech at the conference.

At the conference, Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong provided basic information about the Capital Law 2024 as well as Plan No. 254/KH-UBND of the Hanoi People's Committee recently issued on propaganda, dissemination, and training on the Capital Law and documents guiding its implementation.

The 2024 Capital Law consists of 7 chapters with 54 articles (compared to the 2012 Capital Law, there are 3 more chapters and double the number of articles). The 2024 Capital Law has many innovations and major breakthrough visions, creating a legal basis for Hanoi to implement outstanding specific mechanisms and policies, mobilize all resources, effectively exploit the potential and strengths of the Capital, with the goal of building the Capital Hanoi "Cultured - Civilized - Modern", becoming the center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country; deeply integrating internationally, having high competitiveness in the region and the world, striving to develop on par with the capitals of developed countries in the region as the goal set by the Politburo .

To propagate the Capital Law to all classes of people in the city, on August 22, the City People's Committee issued Plan No. 254/KH-UBND on propaganda, dissemination, and training on the Capital Law and documents guiding its implementation.

Accordingly, propaganda work will focus on 2024 and the following years; in which, the peak of propaganda and training will be in the third and fourth quarters of 2024 and the first and second quarters of 2025; focusing on 9 policy groups on: Organizing the capital's urban government; attracting and employing talented people; mobilizing investment resources for the capital's development; planning the capital's development; developing agriculture and rural areas; developing culture, sports, tourism, education and training, health care...; developing science, technology, innovation; linking and developing the capital region...

According to the Plan, the Propaganda system of districts, towns, and affiliated Party Committees will focus on disseminating the Law on the Capital and documents guiding its implementation to a large number of cadres, party members, association members, union members and people of all walks of life; orienting the city's information, television and press agencies to organize the implementation of columns, programs, news, articles and other forms of dissemination according to the provisions of law on disseminating and educating the law to each specific subject.

The plan also assigns specific tasks to the Departments, branches, sectors, and units of the City; People's Committees of districts, towns, and communes; People's Committees of wards, communes, and towns to organize the dissemination and implementation of the Law on the Capital and documents guiding the implementation of the Law on the Capital.

According to Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong, after issuing the Plan to propagate and disseminate the Capital Law, on September 4, the City People's Committee issued a plan to draft and issue documents to implement the Law.

 

On September 11, the City People's Council issued Plan No. 11/KH-HDND to implement the Law on the Capital. Accordingly, the Standing Committee of the City People's Council and the City People's Committee are expected to have a total of 125 tasks of the agencies, of which the Government and the Prime Minister have 8 contents (6 contents of detailed legal documents of the Government, 2 contents of individual documents of the Prime Minister); the City People's Council has 89 contents (76 contents of legal documents and 13 individual contents); the City People's Committee has 27 tasks (19 contents of legal documents and 8 contents of individual documents) and the People's Councils of districts and towns have 1 legal document.

Along with that, the City must also review relevant documents of the City and district levels to ensure consistency and synchronization between the Capital Law, documents regulating the implementation of the Capital Law with the system of legal documents of the City. At the same time, the City organizes monitoring the implementation of the Capital Law to review and evaluate the current status of law enforcement, propose solutions to improve the effectiveness of law enforcement and perfect legal regulations on the Capital.

The Deputy Director of the Hanoi Department of Justice said that currently, the agencies and units assigned to preside over the drafting of documents are in the process of completing them before January 1, 2025 to ensure the effective implementation of the Capital Law. Communicating draft policies will significantly contribute to bringing legal policies into life and bringing life into the policy-making process, improving the effectiveness and efficiency of policies, thereby unifying awareness, will and action in implementation, creating consensus in society.

Speaking at the meeting, Deputy Head of the Propaganda Department of the City Party Committee Nguyen Huy Cuong requested that the city's press agencies regularly organize communication on the Capital Law and policies in the Capital Law. In particular, coordinate with the Department of Justice, the agency in charge of information and in-depth policy propaganda in the fields prescribed in the Capital Law and documents guiding its implementation, and strengthen propaganda through news, articles, columns and other appropriate forms.

The Deputy Head of the Propaganda Department of the City Party Committee also highly appreciated the Hanoi press and radio agencies for operating in accordance with their principles and purposes in October. In particular, they closely followed the political tasks, direction and orientation of the Central and City, promptly and comprehensively informed and reflected current political issues, important events, outstanding leadership and management activities of the Party and State leaders, the City Party Committee, the People's Council and the City People's Committee.

In particular, press agencies have increased the length of news articles, posting and broadcasting programs, and published special issues focusing on promoting the peak period of the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024); creating a joyful, exciting, and trusting atmosphere among cadres, party members, and people of all walks of life...

Regarding the orientation of propaganda work in November 2024 and the following period, the Deputy Head of the City Party Committee's Propaganda Department requested that the city's press agencies develop plans and deploy propaganda on major and key topics from now until the 14th National Congress of the Party. Thereby, creating unity in political ideology and action throughout the Party, the entire people, and the entire army, successfully implementing the Resolution of the 13th National Congress of the Party towards the 14th National Congress of the Party.

Propagating the implementation of key tasks of socio-economic development in the last months of 2024 in conjunction with implementing the City's annual working theme "Discipline, responsibility, action, creativity, development", Directive No. 24-CT/TU of the Standing Committee of the City Party Committee on strengthening discipline, discipline and responsibility in handling work in the city's political system.

Propagating the preparation work to serve the people to celebrate the New Year and Lunar New Year; ensuring supply and demand of goods, stabilizing the market; activities to welcome the new year 2025; urban management, traffic order and safety in the city; market management, anti-counterfeiting, trade fraud, ensuring environmental sanitation, food hygiene and safety associated with propagating the implementation of the campaign "Vietnamese people prioritize using Vietnamese goods"; disease prevention, natural disaster prevention and control and search and rescue.

At the conference, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Soc Son District Nguyen Nam Ha briefly reported on the results of Party building, political system, and land management in the first 10 months of 2024. In particular, the district has completed reviewing and supplementing the planning for the current term and the next term for the district and grassroots levels.

Specifically, in the first 9 months of 2024, the District Party Committee reviewed, mobilized, and transferred the positions of cadres under the Standing Committee of the District Party Committee for 74 comrades leading and managing the blocks of departments, public service units, and public schools in the district. Up to now, 50% of Party Committee Secretaries and Chairmen of People's Committees of communes and towns are not local people. The district also completed the target of developing 3 more Party cells and 47 Party members in non-state enterprises; the whole district admitted 363 new Party members...
