Implementing the Prime Minister's Official Dispatch No. 11/CD-TTg on ensuring a civilized, safe and economical lifestyle in religious and belief activities during the Lunar New Year and the 2024 Spring Festival, the Chairman of the Provincial People's Committee has just issued a document assigning tasks to agencies under the Provincial People's Committee and People's Committees of districts, towns and cities to urgently implement and ensure the contents of the Prime Minister's direction.
At the same time, the Department of Home Affairs is assigned to preside over and coordinate with the Department of Culture, Sports and Tourism and the People's Committees of districts, towns and cities to monitor the implementation; synthesize the situation and report to the Ministry of Home Affairs and the Provincial People's Committee.
Specifically, in the telegram, the Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with ministries, branches and localities to strengthen state management, step up propaganda, mobilization and guidance for religious organizations and belief establishments to properly implement legal provisions, organize religious and belief activities to ensure security, order, safety, and thrift, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality; ensure fire prevention and fighting safety at religious and belief establishments, especially places of worship; not to allow superstitious activities, distortions, deviations from social norms, taking advantage of spiritual activities for profit, not to burn votive papers and votive paper indiscriminately, causing waste or not in the right place at religious and belief establishments.
Continue to closely coordinate with the Ministry of Culture, Sports and Tourism to guide the management and organization of religious and belief festivals in accordance with legal regulations, ensuring security, order, safety, and savings in accordance with civilized lifestyle, traditions, culture, and good customs and practices of the nation. Do not allow the exploitation of religious and belief festivals to profit, propagate, and carry out superstitious activities, which are contrary to good customs and traditions, affecting culture, society, security and order.
At the same time, preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Public Security and relevant ministries, branches and localities, in 2024, advise the Prime Minister to issue a document directing the strengthening of state management of beliefs in order to bring healthy religious activities in accordance with the law, promote resources in building and protecting the Fatherland, and take measures to handle distorted, deviant, and profiteering religious activities...
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches and localities to promote propaganda and mobilization to raise awareness and responsibility of all levels, branches, people and tourists, seriously implement State regulations on festival organization; on the origin of festivals, relics and characters worshiped and honored; on the values and true meanings of traditional beliefs and rituals; do not burn votive paper and votive paper indiscriminately, causing waste and expense; ensure safety, save and protect the environment. Strengthen inspection, examination and supervision before, during and after organizing festivals, promptly prevent and strictly handle violations in festival activities. The Ministry of Public Security directs functional units to preside over and coordinate with relevant units and localities to develop and implement plans to ensure security, social order and safety, prevent fires and explosions, and social evils at religious establishments and festival venues. Proactively grasp the situation, combat, prevent, promptly detect, and handle complicated incidents related to religion, and prevent "hot spots" of security, order, and social safety from occurring.
In particular, cadres, civil servants, public employees, and workers in state administrative agencies, relevant agencies, and organizations must strictly implement Directive No. 26-CT/TW of the Secretariat on organizing the Giap Thin New Year 2024 and Directive No. 30/CT-TTg of the Prime Minister on strengthening measures to ensure the celebration of the Giap Thin New Year 2024, not organize spring outings, festivals, and New Year greetings that affect work time and efficiency, absolutely not attend festivals during working hours, and not use public vehicles to attend festivals, except in cases of performing duties.
