Protecting and promoting cultural values, developing human resources in Ho Chi Minh City.

On the morning of June 12th, the Central Propaganda Department organized a national conference to assess the implementation of Conclusion 01 of the Politburo of the 13th Party Congress on continuing to implement Directive 05 on "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style." The conference was held online at 4,487 locations nationwide with over 20,000 delegates in attendance.

Attending from the Ho Chi Minh City location were: Nguyen Ho Hai, Deputy Secretary of the Ho Chi Minh City Party Committee; Phan Nguyen Nhu Khue, Member of the Standing Committee of the Ho Chi Minh City Party Committee and Head of the Propaganda Department of the Ho Chi Minh City Party Committee; and Nguyen Huu Hiep, Member of the Standing Committee of the Ho Chi Minh City Party Committee and Secretary of the Thu Duc City Party Committee.

Striving for the values ​​of truth, goodness, and beauty.

From the Ho Chi Minh City venue, the Head of the Propaganda Department of the Ho Chi Minh City Party Committee, Phan Nguyen Nhu Khue, recalled the difficulties faced by Ho Chi Minh City during the fourth wave of the Covid-19 pandemic. He emphasized that, under the leadership of the Party, the guidance and direction of the Government, and with the support and sharing from the entire country and international friends, the entire political system and people of the city have strived and resolutely overcome the pandemic, gradually recovering and developing. This demonstrates that the more difficulties and challenges they face, the more deeply all levels and sectors understand the teachings of President Ho Chi Minh . The humanistic values ​​in his thoughts, ethics, and style are being strongly disseminated and promoted.

According to the comrade, being proud to be a city named after the beloved President Ho Chi Minh, the Party Committee, government, and people of the city always strive to study and follow his thoughts, ethics, and style, arousing and promoting the tradition of dynamism, creativity, compassion, and solidarity to build and develop the city. In order to spread the beautiful humanistic values ​​in Ho Chi Minh's thought and effectively implement Conclusion 01 of the Politburo , the city's Party Committee has implemented many solutions from the city level to the grassroots.

In this context, the Party Committee, government, and people of the city have proactively developed and implemented annual thematic programs tailored to the practical requirements of Party building work in the city, achieving outstanding results. Conferences to disseminate and implement thematic programs on studying and following the thoughts, ethics, and style of Ho Chi Minh were organized in a hybrid format, combining in-person and online participation, reaching every grassroots Party committee, political and social organization, and Fatherland Front at all levels of the city.

Simultaneously, through the propaganda system and the press, the content of thematic topics and specific task requirements is strongly disseminated, creating positive changes in the thinking, awareness, and actions of cadres, Party members, Youth Union members, and association members. This contributes to improving the quality of public service and public service of the city's government apparatus at all levels. The role of academies, schools, experts, retired senior officials, and political theory lecturers is promoted in teaching and presenting thematic reports on Ho Chi Minh's thought, ethics, and style.

The Ho Chi Minh City Party Committee has always focused on building, protecting, and promoting cultural values ​​and developing the city's people based on their distinctive characteristics: dynamism, creativity, pioneering spirit, leadership, willingness to think, act, and take responsibility, and acceptance of difficulties and challenges to accomplish tasks; while simultaneously aiming for the values ​​of truth, goodness, and beauty, meeting the requirements of a special urban area, a center of economy and culture. Simultaneously, it has concentrated on investing in and attracting significant resources for traditional cultural activities, festivals, literary and artistic activities, and theoretical and critical activities in literature and art; organizing the creation and promotion of literary, artistic, and journalistic works on studying and following the thoughts, ethics, and style of Ho Chi Minh; and promptly commending and rewarding authors with high-quality works that have a strong impact.

On the other hand, the Standing Committee of the Ho Chi Minh City Party Committee is focused on building and replicating exemplary models and effective methods, spreading exemplary examples in studying and following the ideology, ethics, and style of Ho Chi Minh. After two years of implementation, the city has seen the emergence of 241 excellent models and innovative, adaptable, and suitable methods in the process of preventing and controlling the Covid-19 pandemic as well as the period of economic and social recovery and development.

"Ho Chi Minh City has selected and commended exemplary collectives and individuals in studying and following President Ho Chi Minh's teachings in all fields, from the grassroots level to the city level. In 2023, on the occasion of the 133rd anniversary of President Ho Chi Minh's birth, the city organized a ceremony to commend 302 exemplary individuals," the Head of the Propaganda Department of the Ho Chi Minh City Party Committee cited as an example.

Learning from President Ho Chi Minh is an important criterion in evaluating cadres.

According to Comrade Phan Nguyen Nhu Khue, the Standing Committee of the City Party Committee has issued regulations requiring cadres, Party members, civil servants, public employees, union members, and association members to seriously develop plans and voluntarily register specific contents for studying and following Uncle Ho's teachings. This is considered one of the important criteria in evaluating, planning, promoting, and rotating cadres annually, as well as evaluating their terms of office. This is linked to regulations on the dismissal and resignation of cadres, the transfer and reassignment of leaders and managers after being disciplined or having their prestige diminished, their capabilities limited, or their work results not meeting requirements; and regulations on the dismissal and resignation of heads of agencies or units when serious corruption or negative practices occur within their management, supervision, or direct subordinates.

One of the key tasks identified by the 11th Ho Chi Minh City Party Congress is the construction and formation of a Ho Chi Minh Cultural Space in Ho Chi Minh City. The Head of the Propaganda Department of the Ho Chi Minh City Party Committee emphasized that the city focuses on building a comprehensively developed culture and people, linked to learning from and following President Ho Chi Minh's example. This creates conditions for citizens to continuously develop their moral character, always abide by the law, live responsibly towards their families, communities, and society, contributing to the formation of a unique identity for the Ho Chi Minh Cultural Space. The city will continue to develop socio-economic aspects and ensure social security for its citizens according to the targets set in the Resolution of the 11th Ho Chi Minh City Party Congress. Through this, it will contribute to the successful implementation of the Resolution of the 13th National Party Congress, building a healthy cultural environment, improving cultural life, building families that meet the standards of culturally exemplary and happy families, and promoting the spirit of solidarity, creativity, and mutual support.

Simultaneously, planning for the construction of exemplary cultural works honoring the legacy of President Ho Chi Minh has been underway. Media outlets and publishing houses have focused more investment on publications, programs, special features, and columns dedicated to studying and following Ho Chi Minh's ideology, ethics, and style, with new, more engaging, and persuasive content. To date, the city has compiled and published six volumes of the book "Stories about Exemplary Students Following Ho Chi Minh's Ideology, Ethics, and Style" and four volumes of the book "Ordinary Role Models Shining in Everyday Life." Since 2022, the Propaganda Department of the Ho Chi Minh City Party Committee has changed the publication format of the book "Ordinary Role Models Shining in Everyday Life" to e-books.

This will improve the quality of awards for creative works and promote literary, artistic, and journalistic works on the theme of studying and following the ideology, ethics, and style of Ho Chi Minh.

Besides disseminating information in Vietnamese, the city also focuses on translating representative literary and artistic works about President Ho Chi Minh into foreign languages. This aims to promote awareness among the business community, organizations, and foreign individuals living and working in Ho Chi Minh City. This will lay the groundwork for Ho Chi Minh City to essentially complete the construction of the Ho Chi Minh Cultural Space by 2030.
