The 3-storey building serving treatment at Hai Phong Lung Hospital is seriously degraded.

Many projects used for more than 50 years

Old, shabby, patchwork buildings are the common feeling of many people when coming to Hai Phong Lung Hospital for examination and treatment. Through actual observation, most of the buildings in the hospital campus are in a state of leaky ceilings, moldy walls, crumbling plaster, termite-infested doors, locally sunken floors, small areas...

Director of Hai Phong Lung Hospital Vu Ngoc Truong said that the hospital currently has 14 construction items, but up to 7 constructions are in a state of serious degradation and 1 construction is degraded. These constructions were built in 1974 and have been in use for more than 50 years, exceeding the design life span by 10 years.

It is worth mentioning that the degraded buildings are all treatment, examination, testing, administration, medical waste treatment areas... Therefore, they directly affect the hospital's operations and do not meet the basic requirements for facilities serving medical examination and treatment.

Ms. Phan Thi Xinh, living on Vu Chi Thang Street (An Bien Ward) takes care of her husband who is being treated for asthma at Hai Phong Lung Hospital. She said that after many years of taking her husband back and forth for treatment at the hospital, she feels very secure and trusts the skills and the caring and enthusiastic spirit of the hospital's medical team. The treatment regimen is effective, and her husband's illness has improved. However, the family is very concerned every time her husband has to stay for inpatient treatment because the hospital's facilities are quite old and outdated.

Established in 1955, Lung Hospital is one of the second-class specialized hospitals in Hai Phong, with 250 beds, specializing in the examination, treatment and prevention of tuberculosis and lung diseases. In addition to providing medical examination and treatment for the city's residents, the hospital also receives and treats people from neighboring areas.

In recent years, thanks to the focus on developing advanced, specialized techniques in the respiratory field such as: bronchoscopy, pleurodesis under anesthesia, transthoracic biopsy..., the quality of examination and treatment at the hospital has been increasingly improved. The number of patients coming for examination and treatment has increased continuously over the years.

In 2024, the total number of inpatients at the hospital will be 5,639, an increase of more than 2,100 compared to 2021. In the first 9 months of 2025 alone, the hospital will receive 4,875 inpatients and will only be able to partially meet the inpatient medical examination and treatment needs of the people due to the deterioration of the facilities.

Urgent investment in new construction

Most of the buildings of Hai Phong Lung Hospital are in a state of disrepair.

According to the hospital leadership, in response to the current state of deterioration and the need for medical examination and treatment to serve the people, in 2021, the Lung Hospital received the city's attention to invest in building a new 5-storey treatment area. Once completed and put into use, the building will partly solve the inpatient treatment needs of patients.

Currently, the need for continued investment in renovating and upgrading hospital facilities is still very large and urgent. According to the Project "Improving the capacity of the public health system in Hai Phong city by 2030" approved by the City People's Committee in Decision No. 4668/QD-UBND dated December 29, 2023, the city requires specialized hospitals to modernize their infrastructure and rebuild degraded facilities built before 1980.

More importantly, the demand for medical examination and treatment at Hai Phong Lung Hospital is increasing. The investment in synchronous upgrading and modernization of facilities will create favorable conditions for the hospital to apply new specialized techniques, contributing to improving the quality of medical examination and treatment to serve the people, helping to realize the goal of reaching the standard of a grade 1 specialized hospital by 2030 according to the development orientation of the industry.

Director of Hai Phong Lung Hospital Vu Ngoc Truong said that in the immediate future, the hospital proposed the need to invest in building two 5-storey buildings, with a usable area of about 5,960 m2 /area. Of which, one area is expected to be used for inpatient treatment with a scale of 122 beds. The remaining area is expected to be used for medical examination, imaging diagnosis department, testing department, pharmacy department and administrative block. The total investment of the projects is about 193 billion VND.

At the recent meeting of the City People's Council's Economic - Budget Committee with the Department of Health on public investment needs for the 2026 - 2030 period, one of the contents noted by Comrade Bui Duc Quang, Vice Chairman of the City People's Council, was that the proposal of investment projects and works in the health sector must be consistent with the industry's development orientation, with focus and key points. In particular, priority is given to investing resources in developing specialized hospitals that attract less private investment; investing in upgrading hospitals and medical facilities to reach conditions that can increase financial autonomy, reduce the burden on the state budget, meet the industry's development goals, and expand service areas.

In the projected public investment capital demand for the period 2026 - 2030 submitted by the health sector to the city, the investment in the construction of two new 5-storey buildings of the Lung Hospital was reviewed and included in the list of 21 priority investment projects. If approved by the city, the projects will be implemented in the next 5 years.
