One of the goals that the Vietnam Social Insurance sector focuses on is to raise awareness of digital transformation to all civil servants, public employees (CCVC) and employees (NLĐ) in the whole sector. Accordingly, the sector has: sent staff to participate in training courses on raising awareness of digital transformation; organized an online conference for the whole sector to deploy the work of ensuring network information security in 2024; organized a training course on professional management, exploitation, connection and sharing of the national database on insurance; Organize many in-depth conferences and international seminars on digital transformation in the field of social insurance and health insurance... Regularly coordinate communication and provide press information reflecting the activities of the Industry, including many contents and results on digital transformation, implementation of Project 06, deployment of interconnected public service groups, development of VssID application - digital social insurance... Thereby, increasingly raising awareness, consciousness and responsibility of civil servants and employees, especially of the heads of units in the Industry on digital transformation work.
The Vietnam Social Insurance sector has deployed 28 software systems, ensuring 100% of the sector's business processes are processed in an electronic environment; 100% of the sector's civil servants and employees are identified and granted digital signatures to serve the management and resolution of business activities; 100% of the direction, operation and internal administration activities of Vietnam Social Insurance are carried out on the Electronic Document Management and Operation System - Eoffice. Thereby, ensuring 100% of documents exchanged between units are done in electronic form, digitally signed by specialized digital signatures; 100% of records are created, stored and shared electronic data according to regulations.
The whole industry has also connected with more than 13,000 medical facilities nationwide to receive payment data for health insurance costs. This is an important basis for the implementation of the Electronic Health Book. Currently, there are more than 621,000 businesses transacting electronically with the Social Insurance agency. Thereby helping businesses save time and reduce costs in carrying out procedures related to social insurance and health insurance.
Vietnam Social Security has focused on upgrading and perfecting the VssID application - Social Security number. Currently, there are more than 36 million electronic transaction accounts nationwide, used to log in to use the VssID application, more than 5.5 million times using the health insurance card image on the VssID application to carry out health insurance procedures.
At the same time, integrate Virtual Assistant into the Customer Care Center with phone number 1900.9068; thereby, support people to reset VssID account passwords. Coordinate with the Ministry of Public Security to deploy the use of VNeID accounts to log in and use VssID accounts. To date, there have been more than 20 million uses of VNeID accounts to log in to the VssID application. With this deployment of Vietnam Social Security, it has helped people have more options to use accounts when they need to exploit information, use health insurance cards, and perform online public services for individuals on the VssID application.
In the field of health insurance examination and treatment, up to now, 100% of health insurance examination and treatment facilities nationwide have implemented health insurance examination and treatment using chip-embedded Citizen Identification Cards (CCCD) (meeting the requirement of looking up health insurance card information using personal identification number/CCCD). As of April 2025, there have been more than 207 million successful searches of health insurance card information using personal identification number/CCCD to serve health insurance examination and treatment procedures.
Vietnam Social Security is also active in integrating and providing online public services (PDS). Notably, the PDS: Implementing joint birth registration - permanent residence registration - issuing health insurance cards for children under 6 years old; Joint death registration - Deletion of permanent residence registration - Settling burial and death benefits. As of April 15, 2025, the whole industry has processed 1,696,378 records related to these procedures. Coordinated implementation of the PDS to resolve unemployment benefits on the National PDS Portal from April 12, 2022. The system of Vietnam Social Security has received and returned the unemployment insurance payment process for 787,863 cases as of April 15, 2025. In particular, the List of 70 online public services under the authority of settlement has been issued and 100% has been provided on the Vietnam Social Security Public Service Portal and integrated on the National Public Service Portal, exceeding 20% compared to the target in Directive No. 04/CT-TTg.
Regarding the promotion of non-cash insurance payments, in the April 2025 payment period, 79.8% of the total number of pensioners and monthly social insurance benefits were paid through personal accounts nationwide. In urban areas alone, this rate is about 80%, exceeding the Prime Minister 's target by 20%.
In integrating information and deploying the VNeID application, Vietnam Social Security has successfully coordinated to provide social insurance book information to the VNeID application, with more than 38.8 million successful queries to date. The VssID application has also been upgraded to integrate VNeID accounts, with more than 21.3 million uses to log in to date.
Vietnam Social Security is also proactively coordinating with the Ministry of Health and the Ministry of Public Security to pilot the connection of health insurance medical examination and treatment data, serving the implementation of electronic health books, referral papers, and re-examination appointment papers integrated on the VNeID application.
The achievements in digital transformation of the Vietnam Social Insurance sector have brought practical benefits not only to people and businesses but also to state management agencies. Organizations and individuals reduce time and costs when transacting with social insurance agencies. Ministries, sectors and localities benefit from connecting, exploiting and sharing data with the national insurance database; improving the accuracy and capacity of data-based management; creating conditions to strengthen inspection and examination work in the electronic environment. Thereby helping to improve the effectiveness of state management, better ensuring the rights of the people.
It can be said that the results of digital transformation and the implementation of Project 06 have brought about many "turning point" changes in the activities of the Vietnam Social Security sector, contributing to the creation and development of the Vietnam Social Security sector in line with the orientation of the Digital Government, meeting the requirements of ensuring national social security. This is also the premise and motivation for the Vietnam Social Security sector to continue to successfully implement assigned tasks in the coming time./.
