Accompanying the delegation was comrade Hoang Nguyen Dinh, member of the Standing Committee of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee.
On behalf of the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Ho Chi Minh City, comrade Tran Luu Quang wishes Professor Nguyen Tan Phat and his family good health, happiness, and to always be a "tall tree with great shade" for the next generation to strive to follow.
The Secretary of the Ho Chi Minh City Party Committee discussed with Professor Nguyen Tan Phat that our country's education sector is currently entering a period of strong innovation, towards improving efficiency and effectiveness throughout the system.
The Secretary of the Ho Chi Minh City Party Committee also said that the policy of rearranging higher education institutions will be implemented selectively and cautiously, focusing on merging small-scale, inefficient units. The main goal is to protect and maintain the prestige and brand of large universities. The rearrangement of educational institutions will be in a certain proportion and will not cause disruption.
Along with strengthening internal resources, international cooperation is also being promoted. Many foreign educational institutions have expressed their interest and appreciation for the stability and development orientation of Vietnam's education system.

Talking with Professor Nguyen Tan Phat, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized the need for a new spirit of governance, which is to eliminate formality and promote efficiency and responsibility.
To demonstrate this change, the Secretary of the Ho Chi Minh City Party Committee cited a recent meeting with 74 university presidents, who abandoned traditional procedures such as reading opening speeches or giving flowers, and instead focused on listening directly to the difficulties, problems and recommendations of the schools in order to find timely solutions.
The Secretary of the Ho Chi Minh City Party Committee affirmed that this atmosphere of real innovation is spreading strongly from the central to local levels. Grassroots cadres are gradually adapting to the new working pace, shifting from a scattered approach to a high concentration on key tasks.

Expressing his joy, Prof. Dr. Nguyen Tan Phat thanked the leaders of Ho Chi Minh City for their attention and encouragement. On this occasion, Prof. Dr. Nguyen Tan Phat presented comrade Tran Luu Quang and the members of the delegation with the novel “Luminous Sunset” written by the Prof. Dr. over a period of 2 years and published in 2024.
