Accordingly, it is required that local authorities, departments, and functional agencies thoroughly understand and deeply appreciate the importance and value of natural resources, aquatic resources, biodiversity, and sustainable ecological protection. The socialization of activities to protect, regenerate, and develop aquatic resources should be encouraged and promoted; and information and communication should be widely disseminated to the public about prohibited acts in fishing activities and activities to protect, regenerate, and develop aquatic resources.

The overall objective of this plan is to conserve, protect, and regenerate aquatic resources in order to restore and utilize them rationally and effectively, along with aquatic ecosystems. The management and protection of aquatic resources will go hand in hand with sustainable fisheries exploitation and combating IUU (Illegal, Unreported, and Unregulated) fishing. Through this, it aims to raise community and societal awareness of the conservation, protection, and development of aquatic resources, contributing to sustainable fisheries development, preserving biodiversity, and maintaining the value of biological resources in Binh Thuan province. It also aims to proactively and effectively respond to climate change and sea level rise; promote green growth; improve the lives and livelihoods of the people; and ensure national defense, security, and sovereignty .

Each year, at least 1 million juvenile aquatic species are released into aquatic environments for repopulation.

The specific objectives include completing the investigation and assessment of marine and coastal fisheries resources under the province's management, as well as the resources and habitats of aquatic species in major rivers, natural lakes, and large reservoirs. Restoring and increasing the reserves of marine fisheries resources in the province. 100% of marine protected areas and fisheries resource protection zones in the province's waters will be established, managed, and operated in accordance with the law. Managing, documenting, monitoring, and assessing several endangered, rare, and valuable aquatic species currently present in the province, such as sea turtles and coral. Annually, at least 1 million aquatic species of various types will be released into aquatic environments for regeneration; 100% of districts, towns, and cities will organize activities to release aquatic species for regeneration in coastal areas and in reservoirs, water bodies, and natural water areas within the province.

By 2030, coastal districts, towns, and cities with suitable conditions will be able to organize co-management models in protecting aquatic resources in conjunction with developing marine aquaculture, building new rural areas, and ecotourism, contributing to improving livelihoods and raising the living standards of coastal communities.
