The dispatch stated that, in the past, the Ministry of Industry and Trade has issued many documents directing, guiding and urging agencies, units and enterprises to implement the dispatches and directives of the Government and the Prime Minister on the management and use of electronic invoices for petroleum business and retail activities and has achieved positive results; however, up to now, there are still a number of enterprises and retail stores trading in petroleum that have not seriously implemented the regulations and instructions of the Government, the Prime Minister and the Ministry of Industry and Trade.
Implementing Official Dispatch No. 26/CD-TTg dated March 26, 2024 of the Prime Minister on strengthening measures to manage petroleum products, strictly implementing regulations on electronic invoices for petroleum trading and retail activities; Following the direction of the Minister of Industry and Trade in Directive No. 01/CT-BCT dated January 2, 2024 and Document No. 1656/BCT-TTTN dated March 18, 2024, the Minister of Industry and Trade requested the General Department of Market Management (GDMM) to direct the GDMM Departments of provinces and centrally-run cities to urgently implement the following key tasks and solutions:
1. Continue to strictly implement the direction of the Government , Prime Minister, National Steering Committee 389, Ministry of Industry and Trade, General Department of Market Management in the Official Dispatches, Directives, Plans, and Official Dispatches related to the inspection and handling of violations in the petroleum business.
2. Continue to direct and urge petroleum businesses and petroleum retail businesses in the management area to properly and fully comply with the provisions of the law on petroleum business; strictly implement the regulations on electronic invoices for petroleum business and retail activities, especially in issuing electronic invoices at petroleum retail stores for customers for each sale at petroleum retail stores and providing electronic invoice data according to regulations.
Actively coordinate with tax authorities and local authorities in the process of inspecting and strictly handling cases of petroleum businesses that do not comply with regulations on electronic invoices, including requesting to temporarily suspend business activities and revoke licenses and certificates of eligibility for business according to the direction of the Government in Resolution No. 28/NQ-CP dated March 5, 2024 and the direction of the Minister of Industry and Trade in Document No. 1656/BCT-TTTN dated March 18, 2024.
3. Strengthen coordination with media agencies, press agencies, and tax authorities in disseminating and popularizing laws on petroleum trading to petroleum businesses in the area. Actively promote to consumers the need to raise their sense of responsibility, request retail invoices when purchasing petroleum at petroleum retail stores, create civilized consumption habits, and contribute to building an equal and healthy business environment.
The Ministry of Industry and Trade requests the General Department of Market Management and related units to seriously deploy and implement.
