These are the draft Law on Thrift and Anti-Waste (replacement); Law on Cyber Security; Law on E-Commerce; Law on Judicial Expertise (replacement). Of which, there are 2 draft laws implemented according to simplified procedures: Law on Cyber Security and Law on Judicial Expertise.

Presenting the report, Minister of Justice Nguyen Hai Ninh clearly stated the purpose of promulgation and main content of the above draft laws and proposed to submit them to the National Assembly for consideration and approval at the 10th session according to shortened procedures.
Representative of the examining agency, Chairman of the National Assembly 's Committee on Law and Justice (UBPLTP), Hoang Thanh Tung, said that the Standing Committee of the UBPLTP believes that if the draft Law on Cyber Security replaces both the Law on Cyber Security and the Law on Network Information Security, it is necessary to adjust the name to fully cover the scope of regulation; at the same time, merge the scope of regulation of the current Law on Cyber Security and the Law on Network Information Security, eliminating duplicate content.

Regarding the draft Law on Judicial Expertise (replacement), the Standing Committee of the Judicial Expertise Committee proposed to name it the Law on Judicial Expertise (amended), because according to the practice of comprehensively amended law projects, the word "amended" will be used in the name of the project to identify. In addition, the Standing Committee of the Judicial Expertise Committee suggested that during the process of drafting the Law, it is necessary to carefully review the provisions of the law to ensure compliance with the principles of decentralization and delegation of powers; continue to review the provisions of current laws to thoroughly overcome difficulties, conflicts, and overlaps due to legal provisions, meeting practical requirements. Many opinions suggested that the development and promulgation of this Law follow the normal procedures.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man stated that only the 10th session is left to end the term of the 15th National Assembly (2021-2026), therefore, all laws submitted to the National Assembly in the coming time need to be "packaged" in the 10th session.
“Currently, there are 213 laws in effect. At the 7th, 8th, 9th extraordinary and 9th regular sessions, the National Assembly passed a total of 67 laws, accounting for 31.34% of the 213 laws in effect,” added National Assembly Chairman Tran Thanh Man.
Concluding this content, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the Standing Committee of the National Assembly agreed with the Government's proposal to develop two projects: the Law on Judicial Expertise (amended) and the Law on Cyber Security according to simplified procedures. The remaining two law projects apply normal procedures. The drafting agency and the reviewing agency need to coordinate closely and conduct research so that the law projects ensure consistency, ease of implementation and compliance with the Law on Promulgation of Legal Documents.
