Ministry of Finance seeks opinions on decentralization and delegation of power to the 2-level local government model

On the afternoon of May 26, in Hanoi, the Ministry of Finance held a conference to collect opinions on legal documents (VBQPPL) to implement the Party and State's policy on promoting decentralization, delegation of power and reorganization of two-level local government in the financial sector.

According to the Ministry of Finance , in order to create development momentum for localities that play a leading role in economic growth, the Ministry has drafted and submitted to the Government and the National Assembly for promulgation 10 resolutions allowing the pilot implementation of specific mechanisms and policies for local development. Of these, there are 27 policies implementing decentralization and delegation of power in 10 provinces and cities.

Speaking at the conference, Minister of Finance Nguyen Van Thang said that these are very important draft decrees and circulars and requested representatives of ministries, branches and localities to study and give opinions on the contents of decentralization and delegation of authority by the Prime Minister to ministries, ministerial-level agencies and local levels; the contents of decentralization of authority from district level to commune level or transfer to provincial level in draft decrees and circulars under the state management of the Ministry of Finance; assess the reasonableness and feasibility of the contents of decentralization and delegation of authority and the administrative procedures expected to be amended and supplemented in the draft decrees and circulars.

Participating in giving opinions, delegates representing ministries, branches and localities basically agreed with the contents of 5 draft decrees (including: Decree on the decentralization of local government authority according to the 2-level local government organization model; Decree on decentralization and delegation of authority in the field of public assets; Decree to adjust decentralization and delegation of authority in the field of national reserves; Decree to adjust decentralization and delegation of authority in the field of statistics; Decree to adjust decentralization and delegation of authority in the field of taxes) and 7 circulars to implement decentralization, delegation of authority and decentralization of authority according to the 2-level local government model.

In addition, delegates also requested the Ministry of Finance to promptly issue specific instructions for localities to properly implement regulations, avoiding passivity such as: comparing and confirming data with the State Treasury when not implementing district-level local government; providing guidance on the allocation or temporary budget allocation mechanism during the transition period; requesting the Government and relevant ministries and branches to promptly issue, supplement, and replace the Law on Management and Use of Public Assets and decrees...

It is expected that at the 10th session (October 2025), the Ministry of Finance will study and submit to the Government for submission to the National Assembly a number of draft laws to continue implementing the policy of promoting decentralization and delegation of power according to the provisions of the Law on Organization of the Government, the Law on Organization of Local Government in 2025, as well as the direction of the Party, State and Government.
