General Nguyen Tan Cuong, Member of the Central Committee of the Communist Party of Vietnam, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, and Deputy Minister of National Defense, presided over the meeting.

Attending the meeting were former members of the Politburo and former Ministers of National Defense: General Pham Van Tra and General Ngo Xuan Lich.

Also attending were leaders and former leaders of the Ministry of National Defence; heads and former heads of the General Staff of the Vietnam People's Army, the General Political Department of the Vietnam People's Army; representatives of Heroes of the People's Armed Forces, generals, and senior officers of the General Staff in the northern region throughout various periods.

General Nguyen Tan Cuong delivered a speech at the meeting.

At the meeting, General Nguyen Tan Cuong briefed the delegates on some basic information regarding the global, regional, and domestic situation; outstanding achievements in military and defense work; the organization of congresses at all levels leading up to the 14th National Congress of the Party; and activities commemorating the 80th anniversary of the successful August Revolution, the National Day of the Socialist Republic of Vietnam, and the 80th anniversary of the General Staff's traditional day.

On behalf of the Chief of the General Staff, General Nguyen Tan Cuong expressed deep gratitude and appreciation to the officers and soldiers of the General Staff throughout the years who have made immense contributions to the struggle for national independence, reunification, building the Army, building a strong and mature General Staff, and contributing to the building and firm protection of the Fatherland.

According to General Nguyen Tan Cuong, the meeting commemorating the General Staff's Traditional Day is a deeply meaningful activity aimed at strengthening solidarity and close ties among generations of officers; fostering pride in the historical traditions and glorious achievements of the General Staff in its development, combat, and growth; and thereby encouraging and motivating generations of officers, staff, and soldiers of the General Staff to continuously strive to excel in fulfilling all assigned tasks.

General Nguyen Tan Cuong expressed his hope that the senior generals and officers of the General Staff from all periods, with their knowledge and experience, would continue to pay attention to, monitor, and contribute their efforts and intellect to building the Army and the General Staff to become increasingly strong, meeting the requirements and tasks in the new situation.

General Nguyen Tan Cuong stated that the military and national defense tasks and the building of the Party Committee of the General Staff - the Ministry of National Defense - present new requirements. In the coming time, the General Staff will continue to effectively perform its function of researching and advising on military and national defense strategies; promptly advising the Central Military Commission and the Ministry of National Defense to successfully handle situations, avoiding passivity and surprise.

Effectively promote the core role in building a national defense system and a national defense posture integrated with the people's security system, the people's security posture, and provincial and city defense zones. Advise and direct efforts to improve the quality and effectiveness of national defense work in ministries, sectors, and localities; and ensure that the education and training of national defense and security knowledge for various target groups achieves practical results.

The entire army is directed to continue improving the quality of training and combat readiness; to innovate and enhance the quality of education and training according to the motto "the quality of training at the school is the combat readiness of the unit." The principle of "people first, weapons second" in army building must be thoroughly understood; placing the human element, officers and soldiers, at the center; combining the building of politically, ideologically, and morally sound individuals with modern weapons and technical equipment. At the same time, advice should be given to the Central Military Commission and the Ministry of National Defense to improve the effectiveness of international integration and defense diplomacy; to be proactive and sensitive in handling relationships, ensuring national and ethnic interests...
