Minister of Health Dao Hong Lan has responded to petitions from voters in several provinces sent before the 9th session of the National Assembly.
The Ministry of Health is implementing solutions to reform salary policy.
Voters of Phu Tho province (formerly Hoa Binh province) requested to pay attention to and research policies to attract, treat, and support medical staff (salary policies, special allowances, support for medical students, attraction policies...).
At the same time, there are tools to protect medical staff while on duty, and research on recognizing martyrs in cases where medical staff die while on duty.
Responding to this content, Minister of Health Dao Hong Lan said that currently, in addition to the general salary regime, health sector officials and civil servants also receive special allowances to recognize the complex and risky nature of their work.
The Ministry of Health is implementing solutions to reform salary policies, including coordinating the development of two decrees.
Including, first, the decree regulating preferential allowances for civil servants and employees at public health facilities (replacing Decree 56/2011, expected to be completed in December 2025).
Second, the decree stipulates a number of specific allowances for civil servants, public employees, and workers in public health facilities, anti-epidemic allowances, and support for medical staff in villages and hamlets, expected to be completed in September 2025.
At the same time, in the process of building a new salary regime, the Ministry of Health has proposed to assign level 2 salary immediately upon recruitment for the positions of doctor, preventive medicine doctor, pharmacist, in order to attract high-quality human resources.
Regarding the proposal on seniority allowance, according to the spirit of Resolution 27, the general policy is to abolish this allowance to implement overall salary reform, so the proposal specifically for the health sector is no longer appropriate.
In addition to efforts from the Central Government, the Ministry of Health also highly appreciates the initiative of many localities that have issued their own policies to attract and support medical staff in the area.
Along with improving living standards, ensuring safety for medical staff is also identified as an urgent task.
The Ministry of Health has been closely coordinating with the Ministry of Public Security to effectively implement coordination regulation No. 03, directing medical facilities to strengthen security measures and coordinating with local police forces to strictly handle acts of assault on medical staff, determined to create a safe and civilized working environment.
Regarding the proposal to recognize martyrs for medical staff who died while on duty, the Minister of Health stated that the ministry would accept it.
The Minister also stated that this is an issue under the authority of many agencies, so the ministry will proactively coordinate with relevant ministries and branches, especially the Ministry of Home Affairs, to research and report to competent authorities for consideration and decision in accordance with the provisions of the Ordinance on preferential treatment for people with revolutionary contributions.
Overcoming the shortage of health insurance drugs
The Ministry of Health acknowledges that there are still some problems in the settlement of medical examination and treatment costs under health insurance between medical examination and treatment facilities and social insurance agencies.
The Ministry and Vietnam Social Security are making efforts to resolve difficulties in the settlement of medical examination and treatment costs under health insurance between medical examination and treatment facilities and the Social Security agency.
To overcome the shortage of health insurance drugs and improve the quality of medical examination and treatment services, the two sides have established a regular coordination mechanism, organized dialogues and regular meetings to resolve difficulties as soon as they arise, in compliance with legal regulations.
For issues beyond their authority or requiring policy revision, the two sectors will synthesize, analyze and report to the Government for consideration and decision, in order to create a favorable and transparent mechanism to protect the maximum rights of patients.
Ensuring a stable and adequate supply of medicines and medical supplies is the industry's top priority.
At the same time, the ministry is resolutely speeding up the progress of national centralized bidding and price negotiations for drugs on the list; at the same time, it is continuously urging medical examination and treatment facilities to be proactive in planning and organizing procurement.
With synchronous solutions, the drug supply situation at medical facilities nationwide has had positive changes and is gradually stabilizing.
The Ministry will continue to listen and strongly direct units in the industry to effectively implement the above solutions, striving to create clear changes in the quality of medical services, meeting the expectations of voters and people.
