The Department of Mothers and Children said that according to Article 54 of the Law on Children, agencies and organizations are responsible for propagating, educating and protecting children when participating in the online environment in any form. Parents, teachers and caregivers must equip themselves with knowledge and skills to help children protect themselves; service providers, information products and online activity organizers must ensure the safety and privacy of children according to the law.
The Department of Mothers and Children requires localities to step up communication, raise awareness of the community, especially teachers, parents and children about safety in the online environment; promote the National Child Protection Hotline 111 and local support contacts (centers, consulting organizations, emergency support...); coordinate with relevant sectors to intervene and promptly handle cases of children being abused or showing signs of abuse in the online environment.
According to the National Child Protection Hotline 111, cyberbullying is on the rise, especially among children, as the digital space continues to expand and grow.
Bullies often use online tools such as email, social networks or chat groups to constantly intimidate their victims, spread false rumors to defame their reputation, and even turn their victims into weirdos in the eyes of the community.
More seriously, in many cases, victims are isolated from any online groups or communities they participate in. Identifying the perpetrator is often difficult, leaving the victim further trapped and emotionally traumatized.
In addition to bullying, children also face the risk of being sent sensitive messages or photos by bad guys. Usually, they start by getting to know and chatting to build trust, then gradually make requests and threaten the victim. In many cases, children are forced to send photos, meet in person and are threatened to spread private information and photos if they do not comply.
Experts recommend that in order to participate safely in the online environment, children need to practice the habit of thinking carefully before sharing any information, images or video clips, because once posted, this content can be stored, spread and is very difficult to completely delete.
The use of technology must be associated with a sense of responsibility, respect and civilized behavior towards others in all forms of communication via phone, computer or electronic devices.
Parents should be careful when letting their children use devices, choose the right time and place, avoid abuse, and set limits on Internet access time so as not to affect their studies and daily activities.
When an incident occurs, parents must be the support and "investigator" to help their children find clues; schools and teachers can coordinate to identify the perpetrator and find a solution. In case of not receiving timely support, children can contact Hotline 111 for advice and support 24/7./.
