Faced with the current changes in administrative boundaries, the postal sector of Quang Tri province has proactively implemented many synchronous plans to ensure that the activities of receiving, processing, transporting and delivering letters and postal items take place smoothly and effectively. Thereby maintaining the role of a bridge between people, businesses and state agencies.

Having been involved in online sales for over 3 years now, on average every day, Ms. Hoang Thi Thuy, in Nam Dong Ha ward, has to process about 60 orders to send to customers in and out of the province. However, recent changes in administrative boundaries, especially the lack of division by district, town, and city level, make Ms. Thuy wonder whether the goods are delivered to the right customers.

“Previously, with a specific address including house number, ward name, district, town, city, I hardly worried about receiving the wrong goods. But now, changes in administrative boundaries make me somewhat worried when I do not know how my goods will be divided and delivered to customers?” Ms. Thuy shared. This concern is probably not only Ms. Thuy’s but also that of many individuals and units that have the need to regularly deliver goods.

From July 1, 2025, the administrative restructuring will reduce the number of provinces and cities nationwide from 63 to 34. This will lead to changes in the names, administrative codes and locations of thousands of communes and wards.

However, with the principle of “no service interruption, no impact on people”, the postal sector has proactively developed a comprehensive response plan to provide maximum support to people in all activities. In particular, it has updated the address synchronously to avoid the loss of mail or confusion of customer addresses.

According to the Quang Tri Provincial Post Office (Nam Dong Ha Ward), the transportation of letters, goods, postal items, and parcels has been going smoothly in recent days. The unit currently has 150 service points; 95 intra-provincial mail deliveries and 14 inter-provincial mail deliveries per day, along with more than 100 delivery routes throughout the province.

On average, over 10,000 postal items are received and delivered each day. In order to avoid service interruptions, the Provincial Post Office has actively inspected and completed the review of service points from the old communes to the new communes to ensure that both the old and new addresses are displayed in parallel on each postal item during the initial merger phase.

At the same time, the work of reviewing and adjusting delivery routes is also carefully carried out to ensure that after the merger, the postal workers' activities and the quality of delivery are maintained at the highest level, without causing disruption to both employees and customers.

Ms. Tran Thi Nhung, an employee of Quang Tri Provincial Post Office, said: "My job is to select and classify postal items to be sent to communes in the province and inter-provincial postal items. In the beginning after the merger, although I encountered many difficulties due to many addresses having changed, I gradually overcame the difficulties, promptly checked, compared, and updated information so as not to affect the progress of processing postal items during the day, helping people and businesses use postal services in the most convenient way."

On the other hand, implementing the direction of the Prime Minister , Quang Tri Provincial Post Office also arranged personnel to directly participate in supporting at the public administrative service centers at the commune level throughout the province.

Accordingly, postal staff have participated in guiding people to carry out administrative procedures, supporting the reception, digitization of documents, and returning results of administrative procedure settlement through the public postal network, contributing to improving efficiency, service quality, and saving resources.

At the same time, it brings practical benefits to the people, shortening the time to carry out administrative procedures. The participation of postal staff has also contributed to reducing the pressure on civil servants and public employees at the center to focus on professional work and perform state management tasks during the period of transforming the local government organization model.

Director of Quang Tri Provincial Post Office Phan Trong Le said that the staff participating in supporting the reception of documents and returning results of administrative procedures at the People's Committees at the commune level have been trained and coached professionally, ensuring sufficient capacity and expertise to support people at the Public Administration Service Center at the commune level, becoming an "extended arm" in implementing administrative reforms, connecting people and the government, contributing to building a modern administration, close to the people, serving the people well. In the coming time, the postal sector hopes to continue to receive attention and facilitation from leaders of authorities at all levels in the process of performing its tasks.

“The postal sector’s proactiveness and careful preparation in updating new administrative boundaries will contribute to improving service quality, bringing maximum convenience and satisfaction to people, businesses, and state agencies in all situations,” Mr. Le affirmed.
