According to the plan, the Peak Month against IUU fishing will be implemented until November 15, 2025, with the following key objectives: Prevent, reduce and eliminate IUU fishing activities, put an end to fishing vessels violating foreign waters; strengthen management and control of fishing fleets; raise awareness and responsibility of all levels, sectors and people in the fight against IUU fishing; promote sustainable development of the fisheries sector.

The plan has set out four groups of key tasks and solutions including:
On propaganda work:
Mobilize the strength of the entire political system, especially at the grassroots level, to widely propagate to each hamlet, village, and household with fishing boats; propagate, monitor, and promptly prevent fishing boats from violating foreign waters.
About fleet management:
Review, register, inspect and license 100% of fishing vessels that are eligible to operate; compile a list and publicly post unqualified vessels; synchronize fishing vessel data with national systems such as VNFishbase, VMS, eCDT, VNeID. At the same time, implement policies to support career conversion and dismantle fishing vessels that are no longer needed to operate, ensuring livelihoods for fishermen.
On control of fishing vessel activities:
Strictly check the import and export of ports, docking, monitor the output of aquatic products, ensure that fishing vessels are qualified, have a voyage monitoring device (VMS) operating continuously 24/7. Deploy an automatic reporting system when VMS connection is lost, integrate the management of fishing vessels, fishermen and output on the VNeID platform to ensure transparency and real-time data retrieval.
On law enforcement and handling of violations:
Identify, monitor and strictly handle high-risk groups of IUU violations, especially ship owners, fishermen and brokerage organizations.
The Chairman of the Provincial People's Committee requested the Provincial People's Procuracy and the Provincial People's Court to urgently review and complete the files and procedures of 05 cases related to IUU fishing to soon bring them to trial according to regulations.
The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to be the standing agency of the Provincial Steering Committee on IUU, responsible for guiding, inspecting, supervising, and synthesizing periodic reports. Heads of departments, branches, and localities with fishing vessels directly direct, monitor, and supervise their subordinate agencies and units to implement in accordance with the functions, tasks, and assignments of this Plan. The Fatherland Front and socio-political organizations shall strengthen propaganda and mobilize union members, association members, and people to participate in monitoring and criticism, contributing to the effective implementation of the work against IUU fishing.
